## Question

Write down the elements of proposal, describe briefly.

## Short answer

Proposal elements are grouped into front matter (title page, letter of transmittal, abstract), body (introduction, technical section, management section, cost estimate, conclusion), and back matter (references, appendices).

## Answer

A **proposal** is a formal document that offers a plan, product, service or project to someone and asks for approval, funds or a contract. A full proposal has the following elements, usually grouped into three parts.

#### Front matter

1. **Cover/title page:** title, name of the submitter and receiver, and date.
2. **Letter of transmittal:** a short letter that sends the proposal and states its purpose.
3. **Table of contents and list of figures/tables:** help the reader find sections.
4. **Abstract/executive summary:** a one-page summary of the problem, plan, cost and benefit.

#### Body

5. **Introduction:** background, statement of the problem, objectives, rationale (importance), scope and limitations.
6. **Technical section:** the plan in detail, including methods, materials, steps and work schedule.
7. **Management section:** the people, their qualifications, organisation and responsibilities, and how the work will be supervised.
8. **Cost estimate (budget):** the itemised cost of labour, materials, equipment and overhead, with the total.
9. **Conclusion:** a brief summary of the benefits and a request for approval.

#### Back matter

10. **References/bibliography:** sources used.
11. **Appendices:** supporting material such as drawings, résumés and letters of support.

Not all elements are required in every proposal; the length depends on the size of the project and the requirements of the receiver.
