## Question

Draft a note of a twenty - minutes' technical talk on the necessities of preventive measures for the devastating earthquake in Nepal.

## Short answer

The talk outlines Nepal's high earthquake risk due to plate tectonics and past events, and emphasizes that preventive measures like following building codes, retrofitting, land-use planning, mason training, public awareness, and emergency preparedness save lives and reduce reconstruction costs.

## Answer

```text
NOTE FOR A TECHNICAL TALK (20 minutes)
Topic    : Necessity of Preventive Measures against
           Devastating Earthquakes in Nepal
Speaker  : Er. Suman Adhikari, Civil Engineer
Audience : Engineering students, teachers and local
           officials
Venue    : Seminar hall, Pulchowk Campus
Purpose  : To make the audience aware of the risk and
           explain what can be done before the next
           earthquake
1. Introduction (2 min)
   - Greeting and a short question: "Is our house
     ready for the next quake?"
   - Aim of the talk and the plan of the talk.
2. Why Nepal is at high risk (4 min)
   - Nepal lies on the collision zone of the Indian and
     Eurasian plates.
   - Past events: 1934 earthquake, which destroyed much
     of Kathmandu valley, and the 2015 Gorkha earthquake
     (magnitude 7.8) with nearly 9,000 deaths and about
     half a million houses destroyed.
   - Scientists expect another large earthquake.
3. Why prevention is necessary (4 min)
   - Earthquakes cannot be stopped or exactly predicted,
     but damage can be reduced.
   - Most deaths are caused by collapse of weak buildings.
   - Prevention is cheaper than reconstruction.
4. Preventive measures (6 min)
   a) Follow the Nepal National Building Code in design
      and construction; supervise the work.
   b) Retrofit old and weak buildings.
   c) Land-use planning; keep open spaces; avoid
      building on unstable soil and slopes.
   d) Train masons and engineers in safe construction.
   e) Public awareness, school drills, emergency kits.
   f) Early warning, emergency shelters and rescue teams.
5. Conclusion and call to action (2 min)
   - Summarise: risk is real, building safely saves
     lives.
   - Ask each person to check their house and to follow
     the code.
6. Question-answer (2 min)
Visual aids: map of seismic zones, photos of damage,
chart of casualties, 8-10 slides.
Handout: a one-page checklist of safe building practices.
```

The talk uses a simple order: problem, reasons, solutions and action. Facts and figures should be checked from official sources before delivery.

## Check yourself

The answer's key points as multiple-choice questions, with the correct option and why.

1. What is the order of the talk?
   A. Conclusion, question, introduction
   B. Action, problem, greeting
   C. Budget, venue, solution
   D. Problem, reasons, solutions and action
   Answer: D. The note follows a simple logical order. (Key point: Structure)

2. Why is Nepal at high risk of earthquakes?
   A. It has too many rivers
   B. It lies on the collision zone of the Indian and Eurasian plates
   C. It is a flat plain
   D. It lacks forests
   Answer: B. Plate collision causes seismic activity. (Key point: Why Nepal)

3. Why is prevention necessary even though earthquakes cannot be stopped?
   A. Earthquakes can be exactly predicted
   B. Prevention is costlier than rebuilding
   C. Buildings never collapse
   D. Damage can be reduced, since most deaths come from collapse of weak buildings
   Answer: D. Safe construction reduces casualties. (Key point: Necessity of prevention)

4. Which is a preventive measure listed?
   A. Building on unstable slopes
   B. Following the building code and retrofitting weak buildings
   C. Ignoring drills
   D. Waiting for warnings alone
   Answer: B. Code, retrofit, planning, training and awareness. (Key point: Measures)
