## Question

Write a proposal on the maintenance and upgrading of Dhulikhel-Bahrabise section of Arniko Highway including abstract, statement of problem and cost estimate parts only.

## Short answer

The 55 km Dhulikhel-Bahrabise section suffers from potholes, landslides, poor drainage, and narrow curves, causing frequent delays and accidents. Upgrading includes widening, asphalt overlay, retaining walls, and safety signs over 18 months. The total estimated cost is Rs. 7,19,25,000.

## Answer

#### Abstract

The Dhulikhel-Bahrabise section of the Araniko Highway, about 55 km long, is the main road connecting Kathmandu with Tibet through Kodari. It carries trade goods and tourists. Landslides, broken surface, narrow bends and poor drainage cause frequent delays and many accidents, especially in the monsoon. This proposal seeks funds to maintain and upgrade the section. The work includes widening critical curves, asphalt resurfacing, retaining walls, drainage and safety signs. It will be done in 18 months, and the total cost is estimated at Rs. 7,19,25,000. The upgraded road will reduce travel time, accidents and vehicle costs, and make trade smoother.

#### Statement of the problem

- **Surface damage:** potholes and cracks are common because of heavy trucks and rain, so vehicles move slowly.
- **Landslides and falling rocks:** several unstable slopes block the road for hours or days each monsoon.
- **Poor drainage:** blocked culverts and drains erode the road edge.
- **Narrow, sharp curves:** two-way traffic of trucks causes crashes.
- **Lack of safety features:** missing signs, crash barriers and lights, particularly at bends and steep drops.
- **Economic loss:** delays raise the price of goods and harm tourism.

#### Cost estimate

| S.N. | Item | Amount (Rs.) |
|---|---|---|
| 1 | Survey and design of drainage, retaining walls and curves | 15,00,000 |
| 2 | Widening and earthwork (12 km critical sections) | 1,80,00,000 |
| 3 | Black-topping (asphalt overlay) 12 km | 2,50,00,000 |
| 4 | Retaining walls and landslide protection | 1,40,00,000 |
| 5 | Drainage, culverts and road safety signs | 65,00,000 |
| 6 | Supervision and quality control | 35,00,000 |
| | **Sub-total** | **6,85,00,000** |
| | Contingency (5%) | 34,25,000 |
| | **Grand total** | **7,19,25,000** |

The answer's key points as multiple-choice questions, with the correct option and why.

1. What does the abstract of the highway proposal include?
   A. Only a list of bridges
   B. Importance of the road, the main problems, the work, duration and total cost
   C. Only the travel diary
   D. Names of drivers
Answer: B. It summarises: 55 km road, problems, work, 18 months, Rs. 7,19,25,000. (Key point: Abstract content)

2. Which is a problem listed in the statement of the problem?
   A. Landslides and falling rocks block the road for hours or days each monsoon
   B. The road is too wide
   C. There are too many signs
   D. Trucks are banned
Answer: A. The listed problems include surface damage, landslides, poor drainage, narrow curves and no safety features. (Key point: Statement of the problem)

3. How is the grand total of Rs. 7,19,25,000 found?
   A. Sub-total plus 10 percent
   B. Sub-total minus contingency
   C. Sum of the first three items only
   D. Sub-total Rs. 6,85,00,000 plus 5 percent contingency of Rs. 34,25,000
Answer: D. 5 percent of 6,85,00,000 is 34,25,000, and the sum is 7,19,25,000. (Key point: Cost calculation)

4. Why is economic loss listed as a problem?
   A. Because the road earns toll
   B. Because taxes are high
   C. Because the road is new
   D. Delays raise the price of goods and harm tourism
Answer: D. Road delays and accidents affect trade and tourism. (Key point: Economic loss)
