## Question

Assume that you are requested to write a proposal on establishing engineering college in Kathmandu. Write the following parts with the outline of your proposal: Abstract, statement of problem and procedure.

## Short answer

The abstract outlines a new engineering college in Balkhu with 240 seats, 3-year phased construction, cost Rs. 45 crore. Problem: fewer than 10,000 engineering seats for 25,000+ yearly science graduates, leading to brain drain. Procedure: feasibility, approvals, land purchase, phased building, faculty recruitment, entrance exam admission. Outline: title, transmittal, TOC, abstract, introduction, technical and management sections, cost, conclusion, references, appendices.

## Answer

#### Abstract

Every year, over 25,000 students pass the Grade 12 science stream in Nepal, but fewer than 10,000 seats are available in engineering colleges inside the country. As a result, thousands of students go abroad, taking money and talent with them. This proposal recommends establishing a new engineering college in Kathmandu, to be affiliated with a national university, offering bachelor's programmes in computer, civil and electronics engineering with 240 seats a year. The college will be built on 5 ropanis of land in Balkhu in phases over three years, with a total investment of about Rs. 45 crore. It will provide quality technical education locally, create jobs and support national development.

#### Statement of the problem

- There are not enough engineering seats for qualified students, and competition for seats in public colleges is extremely high.
- Students who go abroad bear high costs, and many do not return, which is a brain drain.
- Nepal needs engineers for roads, hydropower, buildings and IT, but the supply is insufficient.
- Existing colleges outside Kathmandu lack easy access for city students and employers.

#### Procedure

1. Conduct a feasibility study of demand, competition and finance.
2. Register the company and obtain approval from the Ministry of Education, Science and Technology and the affiliating university.
3. Buy land and prepare the master plan and building design.
4. Construct the academic block, labs and library in Phase 1 (12 months).
5. Recruit qualified faculty and staff and buy equipment.
6. Admit the first batch through an entrance test; start the classes.
7. Complete hostels, sports facilities and extra labs in Phase 2 and Phase 3.

#### Outline of the proposal

1. Title page and letter of transmittal
2. Table of contents
3. Abstract
4. Introduction (background, problem, objectives, rationale, scope)
5. Technical section (procedure, programmes, facilities, time plan)
6. Management section (board, administration, faculty)
7. Cost estimate and financing plan
8. Conclusion and recommendation
9. References and appendices

The answer's key points as multiple-choice questions, with the correct option and why.

1. What problem does the abstract use to justify the new college?
   A. Too many engineering seats are empty
   B. Kathmandu has no schools
   C. Engineers are paid too little
   D. Over 25,000 students pass Grade 12 science but fewer than 10,000 seats exist, so many go abroad
Answer: D. The gap between students and seats leads to costly study abroad and brain drain. (Key point: Abstract problem)

2. Why is going abroad described as a problem in the statement of the problem?
   A. It is cheaper
   B. It lowers university fees
   C. Students bear high costs and many do not return, causing brain drain
   D. It increases seats in Nepal
Answer: C. The country loses money and talent when students go abroad and stay. (Key point: Brain drain)

3. Which is the correct early order in the procedure?
   A. Admit the first batch, then do a feasibility study
   B. Feasibility study, then registration and approvals, then land and design
   C. Build hostels, then register the company
   D. Recruit faculty, then do the feasibility study
Answer: B. The procedure begins with a feasibility study, then approvals, then land and master plan before construction. (Key point: Procedure order)

4. From whom must approval be obtained according to the procedure?
   A. Only the local ward office
   B. The Ministry of Education, Science and Technology and the affiliating university
   C. Only the students
   D. The Ministry of Finance only
Answer: B. The college needs ministry approval and affiliation with a university. (Key point: Required approvals)
