## Question

Most communities do not have a place for scientists and citizens to meet to discuss important issues. You have a way to meet the needs of citizens who lack access to scientific expertise by bringing together scientists and non scientists to identify, discuss and resolve issues of public concern. Therefore as a matchmaker for groups and resources write a proposal. Include an introduction stating the problem and its significance. Discuss the proposed outcome and include a time table.

## Short answer

Communities lack a place to discuss scientific issues with experts, causing reliance on rumours. Better decisions and trust result from a forum. Proposed: monthly Science Cafes, 60-volunteer database, plain-language summaries, 40 trained citizen leaders, and 1,000 participants. The 12-month timetable covers issue identification, recruitment, monthly cafes, training, follow-up, and final report.

## Answer

#### Title

Science Meets Society: A Forum Linking Scientists and Citizens in Nepal

#### Introduction

**Problem.** Issues such as air pollution, safe drinking water, landslides, genetically modified food and use of pesticides are of public concern, yet most communities have no place where citizens can talk with scientists about them. Scientists are busy in laboratories and universities, and their findings are in technical journals that ordinary people cannot read. As a result, citizens rely on rumours or social media, and scientists do not learn the real concerns of the community.

**Significance.** A meeting place and a go-between will help communities make better decisions, and help scientists make their work useful and trusted. Good local decisions on health, environment and development depend on both scientific facts and people's experience.

#### Proposed outcome

As a matchmaker for groups and resources, we will:
1. Hold monthly "Science Cafe" meetings in four municipalities, where a scientist and citizens discuss a local issue in simple language.
2. Create a database of 60 volunteer scientists and engineers, matched with citizens' groups that request help.
3. Prepare a one-page plain-language summary and a short action plan for each issue discussed.
4. Train 40 citizen leaders to ask questions and understand scientific evidence.
5. Publish a yearly report with lessons learned for use by local governments.

By the end of the year, at least 1,000 citizens should have participated and ten local problems should have a written action plan.

#### Time table

| Period | Activity |
|---|---|
| Months 1-2 | Identify issues, recruit scientists, select venues |
| Month 3 | Launch event and first science cafe |
| Months 4-9 | Monthly cafes; matching of experts with groups |
| Months 6-8 | Training of citizen leaders |
| Months 10-11 | Follow-up on action plans; feedback survey |
| Month 12 | Final report and public presentation |

The answer's key points as multiple-choice questions, with the correct option and why.

1. According to the introduction, why do citizens and scientists fail to communicate about public issues?
   A. There is no meeting place, scientists work in labs and journals, and ordinary people cannot read technical findings
   B. Citizens have no interest in science
   C. Scientists are not allowed to speak to the public
   D. The government bans public discussion
Answer: A. No forum exists and findings are in technical journals, so citizens rely on rumours and scientists miss community concerns. (Key point: Problem statement)

2. What is the significance of the proposed forum?
   A. It will make scientists richer
   B. It will replace local governments
   C. It will publish technical journals
   D. It helps communities decide better using both scientific facts and people's experience, and makes scientists' work useful and trusted
Answer: D. Good local decisions depend on both science and experience, and the forum links them. (Key point: Significance)

3. Which outcome shows the proposal acting as a matchmaker for groups and resources?
   A. Publishing yearly sports results
   B. Building a new laboratory
   C. A database of 60 volunteer scientists matched with citizens' groups that request help
   D. Selling scientific equipment
Answer: C. The database matches volunteer experts with citizen groups, which is the matchmaker role. (Key point: Proposed outcome)

4. In the time table, what happens in Month 12?
   A. Recruiting scientists
   B. Launch event
   C. Final report and public presentation
   D. Training of citizen leaders
Answer: C. The year ends with the final report and public presentation; recruiting is in months 1-2 and the launch in month 3. (Key point: Timetable)
