#### Introduction

**Background.** Nepal's use of information technology is growing in banks, government offices and schools, but most software is imported or developed abroad. A trained pool of engineers is available, yet many leave the country for lack of opportunity. A local software company can use this talent to serve local needs and earn from outsourcing.

**Problem.** Local organisations lack affordable, customised software, and young engineers have limited jobs.

**Objectives.** (1) To establish a registered software company in Kathmandu that develops customised software; (2) to create jobs for at least 30 engineers within three years; (3) to export software services and earn foreign currency.

**Rationale.** The company supports the government's Digital Nepal policy, builds national capacity, and requests the Ministry's help with registration, an IT park space and incentives.

#### Technical section

1. **Products and services:** school and hospital management software, e-governance tools, mobile apps and IT consultancy.
2. **Location and space:** a rented floor of 3,000 sq. ft. with a server room and fibre internet.
3. **Equipment:** 30 workstations, two servers, cloud services, UPS, firewall and licensed software.
4. **Development process:** requirement study, design, coding, testing, deployment and maintenance in agile sprints with version control.
5. **Staffing:** a CEO, a technical head, 12 developers, 3 designers, 3 testers and support staff.
6. **Time plan:** registration in the first month, office and equipment by the third month, and the first product launch by the ninth month.
7. **Quality and security:** code review, automated tests and data backup, with ISO 27001 standards as a target.
