## Question

Suppose that you are chief engineer working on a five-year project in your engineering field, which began last year. Write the first quarterly progress report of the project.

## Short answer

Kathmandu Valley Fibre Optic Network project second year Q1 (Jan-Mar 2027). Laid 85 km duct, 60 km fibre, total 195 km; connected 32 offices. Core routers installed, NOC 70% done. Spending Rs. 6.4 crore. Physical progress 33% against 36%, delayed by municipal permits and imports. Next: lay 120 km duct, complete NOC, sign agreements.

## Answer

```text
                        MEMORANDUM
To      : Project Director, Ministry of Communication and
Information Technology, Kathmandu
From    : Er. Binod Chaudhary, Chief Engineer
Date    : 5 April 2027
Subject : First quarterly progress report of the five-year
Kathmandu Valley Fibre Optic Network Project (Jan-Mar
2027)
```

#### Introduction

The five-year project began in January last year (2026) to lay 600 km of fibre optic network across the Valley and connect 120 government offices and schools. As Chief Engineer, I submit the first quarterly report of the year 2027, that is, the report for the first quarter of the project's second year.

#### Work completed

1. **Survey and design:** the route survey of the remaining areas, covering 220 km, was completed.
2. **Construction:** 85 km of duct was laid and 60 km of fibre was blown in, bringing the total length of fibre laid to 195 km.
3. **Connections:** 18 more offices were connected, making 32 in total.
4. **Equipment:** core routers were installed at three nodes, and the network operation centre is 70 percent complete.
5. **Training:** 40 technicians from the offices were trained.
6. **Spending:** Rs. 6.4 crore was spent this quarter, and Rs. 14.2 crore to date (28 percent of the budget).

#### Problems faced

- Road-cutting permission from the municipalities is slow.
- Road repairs by other agencies have disturbed the digging work.
- The import of splice enclosures has been delayed.

#### Work planned for the next period

1. Lay 120 km of duct and connect 25 offices.
2. Complete the network operation centre.
3. Sign agreements with the municipalities for a single permit.
4. Prepare for the mid-term review.

#### Conclusion

The project is generally on track, with 33 percent of the physical work completed against the plan of 36 percent. The slight delay can be recovered in the next quarter, before the monsoon, if permits are given on time.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which period does this quarterly report cover?
   A. January to March 2027, the first quarter of the second year
   B. The whole five years
   C. The first quarter of 2026
   D. December 2027
   Answer: A. The project began in 2026 so the first quarter of 2027 is in the second year. (Key point: Reporting period)

2. How is the project status summarised?
   A. 36 percent against 33 percent plan
   B. 100 percent complete
   C. No work done
   D. 33 percent physical progress against the plan of 36 percent
   Answer: D. The conclusion says 33 percent completed against 36 percent planned. (Key point: Progress vs plan)

3. Which problem affected the work?
   A. Too many staff
   B. Low rainfall
   C. Slow road-cutting permissions from municipalities
   D. Cheap equipment
   Answer: C. Slow permissions, rain and delayed import of splice enclosures are listed. (Key point: Problems)

4. What is planned to avoid permit delay?
   A. Stop the work
   B. Sign agreements with municipalities for a single permit
   C. Avoid roads
   D. Hire more drivers
   Answer: B. A single-permit agreement addresses the delays. (Key point: Remedy)
