## Question

Suppose you are the chief consultant of Road Expansion Project being launched in the capital city Kathmandu. Write the second quarterly progress report in memo style.

## Short answer

Second quarter: 3.2 km earthwork and sub-base finished on east side, 2.5 km box drain installed, 90% land acquired. Utility shifting and land disputes delayed work. Asphalt laying planned for February. Overall progress 38% against 45% target.

## Answer

```text
                        MEMORANDUM
To      : Project Director, Kathmandu Metropolitan City,
Kathmandu
From    : Er. Madhav Shrestha, Chief Consultant
Date    : 6 January 2027
Subject : Second quarterly progress report on the Road
Expansion Project (October-December 2026)
```

#### Introduction

The project is widening an 8 km section of the northern Ring Road between Kalanki and Maharajgunj from four to six lanes. It began in July 2026, so October-December 2026 is its second quarter. As chief consultant, I report the progress made in this quarter.

#### Work completed

1. Land acquisition: 90 percent completed. Compensation was paid to 120 owners.
2. Utilities shifted: electric poles were removed along 5 km and water pipes along 3 km.
3. Earthwork and sub-base: completed for 3.2 km on the east side.
4. Drainage: 2.5 km of box drain completed.
5. Asphalt: not started; it will begin after the winter.
6. Traffic management: night work and diversions were used to reduce traffic jams.
7. Expenditure: Rs. 18 crore this quarter; Rs. 31 crore so far.

#### Problems faced

- Delay in the shifting of telephone and fibre lines.
- Disputes with 10 landowners.
- Public complaints about dust and traffic jams.

#### Work planned for the next period

1. Complete the earthwork on the west side.
2. Start asphalt laying on 2 km in February.
3. Settle the land disputes with the help of the ward office.
4. Increase water sprinkling to reduce dust.

#### Conclusion

The overall progress is 38 percent against the plan of 45 percent. Because of the delays in land acquisition and utility shifting, we request your help to speed up the permissions.
