#### Abstract

The Council for Technical Education and Vocational Training (CTEVT) was established in 1989 to produce skilled middle-level workers. It runs diploma, Technical SLC (TSLC) and short-term training programmes in engineering, health, agriculture and other fields through its own and affiliated institutes. This report studies how far the CTEVT programmes lead to employment. It uses a tracer survey of 500 graduates from five years (2019 to 2024) and interviews with 30 employers. The study found that about 68 percent of the graduates found a job within one year (approximate, illustrative figures), but 40 percent of them were employed in a field unrelated to their training, and the average monthly salary was Rs. 28,000. Graduates in health and engineering got jobs more easily than those in some other fields. Employers praised the graduates' practical skills but criticised their weak communication and the outdated equipment used in training. The report recommends updating the courses, strengthening links with industry, apprenticeships, soft-skills training, career counselling and support for entrepreneurship.

#### Recommendations

1. **Match courses to demand:** conduct a labour market survey every two years and open or close programmes according to demand.
2. **Update curricula and equipment:** involve industry experts in curriculum revision and renew the workshops.
3. **Apprenticeship and on-the-job training:** make three to six months of industrial attachment compulsory in every programme.
4. **Soft skills:** include communication, English, computer and workplace skills in every course.
5. **Career services:** set up job placement and counselling cells in each institute, and an online job portal.
6. **Entrepreneurship support:** give business training and links to micro-loans for those who wish to start their own enterprises.
7. **Teacher development:** give regular training to instructors and let them work in industries for short periods.
8. **Foreign employment:** develop programmes that meet international standards and provide pre-departure training, so that graduates are safe and well paid abroad.
9. **Tracer studies:** carry out a graduate tracer study every year and use the results to improve quality.
10. **Raise the status** of technical education through awareness campaigns and scholarships for girls and disadvantaged groups.
