## Question

Imagine that Government of Nepal has formed a committee under your chairmanship for the purpose of studying the effect of noise pollution in the industrialized towns in Nepal. Prepare only the title page, abstract, table of contents and recommendations sections of the report that you are going to submit shortly.

## Short answer

Noise levels in industrial towns are 65–80 dB(A) in residential areas and 85–100 dB(A) in factories, exceeding WHO guidelines. About 45% of residents report health issues and 12% of workers show hearing damage, requiring stricter limits, zoning, and protective measures.

#### Abstract

Noise is unwanted and harmful sound. In industrial towns such as Birgunj, Biratnagar, Hetauda, Butwal and Bhaktapur, noise from factories, generators, vehicles, horns and loudspeakers is increasing. The committee measured noise at 120 places in the five towns with sound level meters, interviewed 600 residents and workers, and reviewed hospital records. The measured levels in residential areas were 65 to 80 dB(A) during the day, above the WHO guideline of about 55 dB(A) for outdoor living areas. Factory workers were exposed to 85-100 dB(A) without enough ear protection. About 45 percent of those interviewed complained of headache, sleep loss, irritation or hearing loss, and 12 percent of the workers showed signs of hearing damage. The report concludes that noise is a growing health problem and recommends legal limits, zoning, silencers, ear protection and public awareness.

#### Recommendations

1. **Set legal limits:** the government should prepare and enforce noise standards for residential, commercial and industrial zones, with penalties.
2. **Land-use zoning:** separate industrial areas from houses, schools and hospitals, and build green belts and sound barriers.
3. **Control at source:** factories should use silencers, enclosures and proper maintenance; old generators and vehicles should be replaced.
4. **Protect workers:** provide ear plugs or muffs, limit working hours in noisy places, and conduct regular hearing tests.
5. **Control vehicle and loudspeaker noise:** ban pressure horns and set time limits for loudspeakers.
6. **Monitor regularly:** install noise meters in each town and publish the data.
7. **Plant trees** along the roads and around the factories.
8. **Raise awareness** of the effects of noise through schools and the media.
9. **Form a permanent noise control unit** in the Ministry and in the municipalities.

The answer's key points as multiple-choice questions, with the correct option and why.

1. How do residential noise levels compare with the WHO guideline?
   A. 65 to 80 dB(A) measured, above the guideline of about 55 dB(A)
   B. Below 40 dB(A)
   C. Equal to the guideline
   D. Not measured
Answer: A. Residential readings exceeded the WHO guideline of about 55 dB(A). (Key point: Noise levels vs guideline)

2. Which methods did the committee use?
   A. Measurement at 120 places, interviews with 600 people and hospital records
   B. Only newspaper review
   C. Only a satellite survey
   D. A phone poll of 10 people
Answer: A. The abstract lists sound level meters, interviews and hospital records. (Key point: Abstract methods)

3. What does the table of contents list?
   A. Sections and subsections with page numbers
   B. Summary of findings
   C. Names of respondents
   D. Costs of the study
Answer: A. A table of contents shows headings with page numbers, including the front and back matter. (Key point: Table of contents purpose)

4. Which recommendation protects factory workers?
   A. Ear plugs or muffs, limited hours in noisy places and regular hearing tests
   B. Plant trees only
   C. Ban loudspeakers
   D. Publish data
Answer: A. Workers exposed to 85-100 dB(A) need protection and monitoring. (Key point: Protecting workers)
