## Question

Define sanitation. What is the major difference between the conservancy and water-carriage systems of sanitation? Justify why the water-carriage system is preferred (more popular) than the conservancy system.

## Short answer

Sanitation is the safe collection, removal, treatment, and disposal of human excreta, wastewater, and solid waste to prevent disease and maintain a clean environment. The conservancy system collects wastes in dry containers for manual removal, while the water-carriage system conveys all liquid wastes through closed underground sewers by water. Water-carriage is preferred because it is hygienic, eliminates foul smells and flies, operates automatically, requires less space, handles large volumes, and has lower operating costs.

## Answer

**Sanitation** is the science and practice of maintaining healthy living conditions by the safe collection, removal, treatment and disposal of human excreta, wastewater and solid waste, so that disease is prevented and the environment stays clean.

#### Main difference
The two systems differ in how night soil (human excreta) and other wastes are removed.

- **Conservancy system (dry system):** wastes are collected in separate dry containers or pits. Night soil is stored in pans or vaults and carried by manual scavengers or vehicles to a disposal site. Kitchen and bath waste (sullage) and storm water are taken through separate drains, and refuse by carts.
- **Water-carriage system:** all liquid wastes, including night soil, are carried by water through closed underground sewers by gravity to the treatment plant.

#### Comparison
| Point | Conservancy | Water carriage |
|---|---|---|
| Carrying medium | Hand, cart, vehicle | Water in sewers |
| Health risk | High, manual handling of excreta | Very low, closed pipes |
| Smell and flies | Common | Almost none |
| Labour | Large, scavengers needed | Little, mostly automatic |
| Initial cost | Low | High |
| Operation cost | High in the long run | Low |
| Suitable for | Small towns, villages | Large towns, cities |
| Water need | Little | Much (about 100 lpcd or more) |

#### Why water carriage is preferred
1. It is hygienic: excreta never come in contact with people, so there is little chance of disease.
2. There is no foul smell or fly breeding because the sewers are closed and underground.
3. It is automatic, fast and continuous; no scavengers are needed.
4. It takes less space and does not pollute streets or the groundwater near houses.
5. It can handle large quantities of waste from dense populations and allows proper treatment and reuse.
6. Its running cost is low, and it gives comfort and a better standard of living.

Its drawbacks are high initial cost, need for plenty of water and skilled operation, but for a populated town its benefits are much greater.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Sanitation is best defined as
   A. only the supply of safe drinking water
   B. only the construction of toilets
   C. the safe collection, removal, treatment and disposal of excreta, wastewater and solid waste to prevent disease
   D. the treatment of storm water only
Answer: C. Sanitation covers excreta, wastewater and solid waste so that disease is prevented and the environment stays clean. (Key point: Definition of sanitation)

2. What is the main difference between the conservancy and water-carriage systems?
   A. Conservancy uses sewers; water carriage uses carts
   B. Both use water, but at different pressures
   C. Conservancy removes night soil by hand or vehicle in dry containers, while water carriage carries it by water in closed sewers
   D. Water carriage is used only for storm water
Answer: C. They differ in how night soil is removed: dry removal by hand or vehicle versus water in closed sewers. (Key point: Main difference)

3. Which statement about costs is correct?
   A. Water carriage has low initial cost and high running cost
   B. Water carriage has high initial cost but low running cost
   C. Both have the same initial cost
   D. Conservancy has high initial cost and low running cost
Answer: B. Water carriage needs sewers and treatment works first, but it is mostly automatic and cheap to run. (Key point: Cost comparison)

4. Why is the water-carriage system preferred in large towns?
   A. It needs less water than conservancy
   B. It needs many scavengers
   C. It is hygienic, odour-free and automatic, and handles large quantities of waste from dense populations
   D. It has the lowest initial cost
Answer: C. Closed underground sewers prevent contact with excreta, smell and flies, and can serve dense populations. (Key point: Why water carriage is preferred)
