## Question

What are the design and construction problems associated with hill roads?

## Short answer

Hill road design problems include steep gradients, hairpin bends, limited sight distance, extensive drainage, and slope stability. Construction faces difficult access, blasting risks, landslides during monsoon, scarce materials, spoil disposal, and high maintenance costs.

## Answer

Hill roads are built in steep, unstable and rain-fed terrain, so they face many more problems than roads in the plains. The main problems are:

#### Design problems
1. **Alignment and geometry**: steep gradients (ruling about 6%, limiting 7 to 8%), many sharp bends (hairpin bends) with small radius and extra widening and superelevation, and short sight distances.
2. **Gradient compensation** on curves, and the need to limit the maximum gradient to reduce vehicle operating costs.
3. **Cross-section**: limited width, partial cut and fill with retaining structures, and a difficult choice of formation width.
4. **Drainage design**: heavy runoff and many streams and gullies, so many culverts and catch drains are needed.
5. **Slope stability** and the design of retaining and breast walls, with limited site data.
6. **Choice of cut-fill balance** and disposal of spoil.

#### Construction problems
1. **Difficult access**: materials, equipment and labour must be transported to remote, steep sites, so costs are high.
2. **Rock and boulder excavation**: blasting needs care to avoid shattering the hill.
3. **Landslides, rockfalls and slope failure**, especially in the monsoon in weak geology (Siwalik and Himalayan fold belt), and earthquakes.
4. **Heavy rain and a short working season**, flooding and erosion.
5. **Spoil disposal** and the environmental damage to slopes and rivers.
6. **Shortage of suitable material**, labour and skills; quality control is hard.
7. **Maintenance**: frequent landslide clearing, drain cleaning and repairs; high recurrent cost.
8. **Environmental and social issues**: deforestation, impact on water sources and villages.

Good practice follows NRS 2070, DoR's Environmental and Social Manual and the principles of "green roads": simple, low-cost construction, bio-engineering, and proper drainage.

## Check yourself

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which is a typical design problem of hill road alignment?
   A. Very long straight sections and flat gradients
   B. Steep gradients and many sharp hairpin bends needing extra widening and superelevation
   C. Unlimited sight distance
   D. No need for retaining structures
Answer: B. Steep terrain forces steep gradients, small-radius bends and short sight distances. (Key point: Hill road geometry)

2. Why is drainage design a special problem in hill roads?
   A. There is no rainfall in hills
   B. Water never reaches the road
   C. Heavy runoff and many streams and gullies require many culverts and catch drains
   D. Only one culvert is needed per kilometre
Answer: C. Heavy runoff and many natural channels make drainage extensive and critical. (Key point: Drainage design problem)

3. Why are landslides and slope failures a major construction problem?
   A. They occur especially in the monsoon in weak geology such as the Siwalik and Himalayan fold belt and in earthquakes
   B. They only occur in the plains
   C. They are prevented simply by blasting more
   D. They occur only in winter
Answer: A. Weak geology, heavy rain and earthquakes trigger slides and rockfalls on cut slopes. (Key point: Landslides in construction)

4. Why are hill road construction costs high?
   A. Materials are always at the site
   B. Difficult access for materials, equipment and labour at remote steep sites, plus rock excavation and spoil disposal
   C. Labour is plentiful and skilled
   D. Working season is long
Answer: B. Remote steep sites make transport hard and rock excavation, spoil disposal and short working seasons add cost. (Key point: Access and cost)
