## Question

Nepal Government is going to build a national data center (National Data Warehouse) for running e-Governance project. Propose your own process architecture of the warehouse system and explain the responsibilities of each entity within the proposed warehouse architecture.

## Short answer

Architecture connects ministry sources via secure network to load manager (extract, validate), warehouse manager (clean, integrate, aggregate), national warehouse with marts, query manager (security, routing), serving ministries and public. Responsibilities: sources provide data, load manager stages, warehouse manager integrates, query manager controls access, metadata team maintains lineage, marts serve analysis, security ensures privacy, analysts mine for policy.

## Answer

#### Assumptions
Sources are ministries and departments: citizenship (home), tax (IRD), land, health, education, transport and local governments. They use different systems and formats.

#### Proposed process architecture
```text
 Ministry/Dept source systems (many, heterogeneous)
        |  secure network (e-gov network)
        v
 +-------------------------------+
 |      LOAD MANAGER             |
 | extract, validate, stage      |
```

#### Responsibilities
| Entity | Responsibility |
|---|---|
| Source departments | Provide accurate data, define business rules, maintain source systems |
| Load manager | Extract, validate and move data on schedule to staging |
| Warehouse manager | Cleaning, standard codes (e.g. national ID, district code), integration, summaries, backup, archive, metadata |
| Query manager | Control access by role, route and schedule queries, audit log |
| Metadata team | Maintain data dictionary and lineage |
| Data marts | Serve ministry-specific analysis |
| Security / admin | Authentication, encryption, privacy, disaster recovery |
| Analysts and users | Reports, OLAP, data mining for policy making |
| Governing body | Data standards, policy and legal compliance |

The answer's key points as multiple-choice questions, with the correct option and why.

1. What are source departments responsible for?
   A. Building the query manager
   B. Routing queries
   C. Providing accurate data, defining business rules, maintaining source systems
   D. Backup of warehouse
   Answer: C. They own source data quality and rules. (Key point: Source departments)

2. Which entity applies standard codes like national ID and district code?
   A. Source departments only
   B. Warehouse manager
   C. Governing body
   D. Public portal
   Answer: B. The warehouse manager cleans and integrates using standard codes. (Key point: Standard codes)

3. What does the query manager do?
   A. Cleans data
   B. Extracts data
   C. Sets legal policy
   D. Controls access by role, routes and schedules queries, keeps audit log
   Answer: D. It handles secure query access and scheduling. (Key point: Query manager)

4. What does the governing body do?
   A. Sets data standards, policy and legal compliance
   B. Runs ETL
   C. Builds marts
   D. Writes SQL
   Answer: A. Standards and compliance are governance responsibilities. (Key point: Governing body)
