## Question

What do you mean by Appropriate Technology? Which types of Technology would be appropriate in context of Nepal in transport sector? Explain.

## Short answer

Appropriate technology matches local social, economic, cultural and environmental conditions, being low-cost, small-scale, simple, and using local materials. In Nepal's transport sector, suitable options include electric vehicles (using hydropower), cable cars and ropeways for hills, bicycles, biogas/CNG vehicles, tractors and animal carts, suspension bridges, and public mass transit to reduce fuel imports and pollution.

## Answer

**Appropriate technology (AT)** is technology that suits the local social, economic, cultural, environmental and skill conditions of the place where it is used. It is usually small in scale, low in cost, simple to operate and repair, uses local materials and labour, and does little harm to the environment. The idea was popularised by E. F. Schumacher in *Small Is Beautiful* ("intermediate technology"). It is not "old" or "low" technology: it is the *right* technology for the situation.

#### Characteristics (in brief)
Low cost, small scale, local materials and skills, easy maintenance, low pollution and acceptance by the community.

#### Appropriate technologies for transport in Nepal
Nepal is hilly and mountainous, has few railways, depends on imported petroleum, has abundant hydropower and has many remote villages. Suitable options are:

1. **Electric vehicles (EVs):** electric cars, buses, microbuses, scooters and three-wheelers (Safa tempo). They use Nepal's surplus hydroelectricity and cut petrol and diesel imports and urban pollution. The government has promoted EVs with low customs duty.
2. **Electric trolley bus and electric rail:** Kathmandu's trolley bus ran in the past; an electric metro/rail and Kathmandu valley mass transit are being studied.
3. **Cable cars and ropeways:** goods ropeways in the hills (for example the former Hetauda–Kathmandu ropeway) and cable cars such as Manakamana and Chandragiri suit steep terrain and use little energy.
4. **Bicycles and cycle lanes:** cheap and non-polluting for short distances.
5. **Biofuels and biogas / CNG vehicles:** ethanol blending and compressed biogas in place of fossil fuels.
6. **Tractors, animal carts and biodiesel for rural farm transport.**
7. **Suspension and trail bridges, tracks and rural roads** built with local labour (green roads approach).
8. **Public mass transport and railways** to reduce the number of private vehicles.
9. **Hydrogen and hybrid vehicles** as future options.

These options lower fuel imports, use local energy and create local jobs. Success requires charging stations, spare-part support, trained mechanics and supportive policy.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Appropriate technology is best described as technology that:
   A. suits the local social, economic, cultural, environmental and skill conditions of its place of use
   B. is the most advanced and capital-intensive option available
   C. is old or low technology that has been replaced by modern methods
   D. is imported from developed countries and run by foreign experts
Answer: A. AT is the 'right' technology for the situation: small, low cost, locally maintainable and low-impact. It is not simply old or low technology. (Key point: AT definition)

2. Why are electric vehicles an appropriate transport technology for Nepal?
   A. Nepal has abundant petroleum reserves
   B. They use Nepal's surplus hydroelectricity and cut petrol and diesel imports and urban pollution
   C. They need no charging infrastructure
   D. They increase fuel imports
Answer: B. Nepal imports all petroleum but has hydropower, so EVs use local energy and reduce imports and pollution. (Key point: Why EVs suit Nepal)

3. Why are ropeways and cable cars suited to Nepal's hills?
   A. They work only on flat land
   B. They use large amounts of diesel
   C. They suit steep terrain with low energy use
   D. They need wide highways
Answer: C. Goods ropeways (e.g. Kathmandu to Hetauda) and cable cars suit steep terrain at low energy cost. (Key point: Ropeways)

4. Which is needed for these transport technologies to succeed?
   A. Removing all roads
   B. Banning local mechanics
   C. Increasing fuel imports
   D. Charging stations, spare-part support, trained mechanics and supportive policy
Answer: D. The answer states success requires charging stations, spares, trained mechanics and policy. (Key point: Requirements for success)
