## Question

Explain how development of any country depends upon its energy consumption rate. Explain HDI and compare HDI for Nepal with other developed country with example of energy consumption.

## Short answer

Energy drives agriculture, industry, transport, services and households, so higher per-capita energy use correlates with higher GDP and development. The Human Development Index (HDI) combines life expectancy, education and GNI per capita. Nepal (HDI ~0.6, about 400 kWh electricity/capita) is medium, while Norway (HDI ~0.96, 22,000 kWh) is very high, showing energy's role.

## Answer

#### Development depends on energy consumption
Energy drives every sector of development:
- **Agriculture:** irrigation pumps, tractors, fertiliser, cold storage.
- **Industry:** machines, heat, processing; more energy means more production and jobs.
- **Transport and trade:** fuels or electricity move goods and people.
- **Services:** hospitals, schools, banking, ICT.
- **Households:** cooking, lighting, appliances improve comfort, time and health.

Historically, the industrial revolution and the growth of today's developed countries came with large rises in energy use. Per-capita energy use is therefore often used as an index of development: GDP and energy use rise together, although the link weakens when a country becomes efficient.

#### HDI
The **Human Development Index** (UNDP) combines life expectancy, education (mean and expected years of schooling) and GNI per capita (PPP) into a single number between 0 and 1. Groups: very high (≥ 0.800), high (0.700–0.799), medium (0.550–0.699), low (< 0.550).

#### Comparison: Nepal and developed countries (approximate)
| Item | Nepal | Norway | USA |
|---|---|---|---|
| HDI | about 0.60 (medium) | about 0.96 | about 0.92 |
| Electricity per capita | about 400 kWh | about 22,000 kWh | about 12,000 kWh |
| Primary energy per capita | about 0.4 toe | about 5 toe | about 6–7 toe |
| Main fuel | biomass (about 60% or more) | hydro and oil | oil, gas, coal |
| Access to electricity | above 95% (NEA / national reports) | 100% | 100% |

(Figures are approximate and change with each UNDP and NEA report.)

Nepal still depends heavily on traditional biomass for cooking and on imported petroleum, coal and LPG, and has low per-capita commercial energy use, so its HDI is in the medium group. Developed countries use ten to fifty times more electricity per person and have very high HDI.

#### Conclusion
Nepal has about 83,000 MW of theoretical hydropower potential (about 42,000 MW economically feasible). Using this for industry, electric cooking, transport and irrigation can raise energy use, income and HDI.

The answer's key points as multiple-choice questions, with the correct option and why.

1. How does energy drive development?
   A. It affects only households
   B. It affects only the military
   C. It powers agriculture, industry, transport, services and households
   D. It has no link to industry
Answer: C. Energy drives every sector: irrigation, machines, transport, ICT, hospitals and household comfort. (Key point: Energy in sectors)

2. Why is per-capita energy use often used as an index of development?
   A. Energy use always falls as GDP rises
   B. They are unrelated
   C. Only biomass use matters
   D. GDP and energy use rise together, although the link weakens when a country becomes efficient
Answer: D. Historically, development came with rising energy use, though efficiency weakens the link. (Key point: Per-capita energy as index)

3. Which HDI group does Nepal (about 0.60) belong to?
   A. Medium (0.550-0.699)
   B. Very high (0.800 or more)
   C. High (0.700-0.799)
   D. Low (below 0.550)
Answer: A. Medium is 0.550-0.699, and Nepal is about 0.60. (Key point: HDI groups)

4. Compared with Norway and the USA, Nepal's electricity use per person is:
   A. about 22,000 kWh, higher than the USA
   B. about 400 kWh, much lower than about 22,000 and 12,000 kWh
   C. about the same as Norway
   D. about 12,000 kWh
Answer: B. Developed countries use ten to fifty times more electricity per person. (Key point: Nepal vs developed countries)
