## Question

Describe the relation between Human Development Index (HDI) and energy consumption. Justify that development is a function of energy consumption on the basis of existing data.

## Short answer

HDI rises sharply with per-capita energy consumption at low levels, then levels off beyond about 4,000–5,000 kWh electricity per person. Data show low-energy countries like Nepal (about 400 kWh, HDI ~0.6) have medium HDI, while high-energy countries like Norway (22,000 kWh, HDI ~0.96) have very high HDI, proving energy is a necessary condition for development.

## Answer

The **Human Development Index (HDI)** is a composite index published by UNDP that measures average achievement in three dimensions: a long and healthy life (life expectancy at birth), knowledge (mean and expected years of schooling), and a decent standard of living (GNI per capita, PPP). Its value ranges from 0 to 1, and HDI is the geometric mean of the three dimension indices.

#### Relation between HDI and energy consumption
Energy is needed for each HDI dimension:
- **Health:** clean water, hospitals, refrigeration, clean cooking (less smoke-related disease).
- **Education:** lighting, computers, internet and schools.
- **Income:** industry, farming and transport run on energy, so GDP per capita rises with energy use.

Data show a strong positive but non-linear relation: HDI rises quickly as per-capita energy (or electricity) use increases from very low levels, and then levels off. Roughly, an HDI near 0.8 (a high level) is reached at about 1.5–2 toe of primary energy per person, or about 2,000–4,000 kWh of electricity per person. These are two separate indicators, not a unit conversion (1 toe = 11,630 kWh). Beyond about 4,000–5,000 kWh per person, extra energy brings little extra HDI. Some countries use more for the same HDI; China, with its heavy industry, uses about 6,000 kWh per person for an HDI of about 0.78.

| Country (approx.) | HDI | Electricity use (kWh/person/yr) |
|---|---|---|
| Norway | about 0.96 | about 22,000 |
| USA | about 0.92 | about 12,000 |
| China | about 0.78 | about 6,000 |
| India | about 0.64 | about 1,300 |
| Nepal | about 0.6 | about 400 |
| Chad / Niger-type low-income countries | below 0.4 | below 100 |

(Values are approximate and change every year.)

#### Justification
Countries with low energy use (Nepal, many African countries) have low HDI, and high-energy countries (Norway, Germany, Japan) have high HDI. So energy consumption is a necessary condition for development, although efficient use matters too: some countries reach a similar HDI with half the energy of others.

The answer's key points as multiple-choice questions, with the correct option and why.

1. HDI measures average achievement in:
   A. GDP, exports and population
   B. life expectancy, education (schooling) and GNI per capita
   C. temperature, rainfall and forest cover
   D. energy use, pollution and trade
Answer: B. HDI combines health (life expectancy), knowledge (schooling) and standard of living (GNI per capita PPP). (Key point: HDI dimensions)

2. HDI is calculated as:
   A. the sum of GDP and energy use
   B. the arithmetic mean of electricity use
   C. the geometric mean of the three dimension indices, between 0 and 1
   D. a value between 0 and 100
Answer: C. The answer says HDI is the geometric mean of the three dimension indices, ranging 0 to 1. (Key point: HDI calculation)

3. What is the relation between HDI and per-capita energy use?
   A. Strictly linear at all levels
   B. Negative
   C. No relation
   D. Strongly positive but non-linear: HDI rises quickly at low energy use and then flattens
Answer: D. HDI rises fast with energy at low levels, then flattens, with little extra HDI beyond roughly 1-2 toe per capita. (Key point: Nature of relation)

4. What does the data justify about energy and development?
   A. Energy consumption is a necessary condition for development, though efficiency matters too
   B. Energy has no effect on development
   C. More energy always raises HDI equally
   D. Only low-energy countries have high HDI
Answer: A. Low-energy countries have low HDI, high-energy countries have high HDI, but some reach similar HDI with half the energy. (Key point: Justification)
