## Question

Prepare a project estimate for water supply project.

## Short answer

Estimate all components from design, apply District Rates and DUDBC norms, and add contingency 5%, supervision 3% and VAT 13%. For an illustrative small gravity scheme serving 1,000 people, the total project cost is NPR 18,842,976, about NPR 18,843 per person.

## Answer

The estimate of a water supply project is prepared by finding the quantities of all works from the design, applying rates, and adding the other charges.

#### Steps

1. **Data:** population (design year, 20 years ahead), demand (about 45–135 lpcd depending on the scheme), source discharge, topographic survey, pipe-network design and drawings.
2. **Components to be estimated:** intake and source protection; transmission main; sedimentation/filtration and chlorination; reservoir tank; distribution network; valve and break-pressure chambers; tap stands or house connections; land and compensation; survey, design and supervision.
3. **Quantities** of excavation, pipe, masonry, concrete, backfilling and fittings are measured from the drawings.
4. **Rates** from District Rates and DUDBC norms, with lead and lift for pipes and materials.
5. **Abstract of cost** with contingency 5%, supervision, VAT 13% (and price escalation if the period is long).

#### Illustrative estimate for a small gravity scheme

Assumptions: 25 public taps for about 1,000 people, quantities and rates are illustrative.

| S.N. | Item | Qty | Unit | Rate (NPR) | Amount (NPR) |
|---|---|---:|---|---:|---:|
| 1 | Survey, design and investigation (lump) | 1 | LS | 250,000 | 250,000 |
| 2 | Intake structure with spring box (lump) | 1 | LS | 450,000 | 450,000 |
| 3 | Excavation in trench for pipelines | 3,200 | m³ | 600 | 1,920,000 |
| 4 | 110 mm HDPE pipe PN10, laid (transmission) | 2,500 | m | 1,800 | 4,500,000 |
| 5 | 63 mm HDPE pipe PN10, laid (distribution) | 4,000 | m | 950 | 3,800,000 |
| 6 | Backfilling | 2,900 | m³ | 300 | 870,000 |
| 7 | 50 m³ RCC reservoir tank (lump) | 1 | LS | 1,800,000 | 1,800,000 |
| 8 | Valve chambers, air valves, wash-outs | 15 | no | 25,000 | 375,000 |
| 9 | Public tap stands | 25 | no | 35,000 | 875,000 |
| 10 | Chlorination and sedimentation unit (lump) | 1 | LS | 600,000 | 600,000 |
| | **Sub-total** | | | | **15,440,000** |
| | Physical contingency 5% | | | | 772,000 |
| | Supervision and administration 3% | | | | 463,200 |
| | VAT 13% | | | | 2,167,776 |
| | **Total project cost** | | | | **18,842,976** |

**Total estimated cost = NPR 18,842,976** (about NPR 18,843 per person).

The answer's key points as multiple-choice questions, with the correct option and why.

1. Population is projected for how long ahead?
   A. 1 year
   B. 5 years
   C. 100 years
   D. About 20 years (the design year)
Answer: D. The scheme is designed for the future population. (Key point: Design year)

2. Which are components of a water supply estimate?
   A. Intake, transmission main, treatment, reservoir, distribution network, valve chambers and tap stands
   B. Weir, canal and drop
   C. Footing, column and slab
   D. Culvert, causeway and bridge
Answer: A. These are the physical parts of the scheme. (Key point: Components)

3. How is the total cost found from the sub-total of 15,440,000?
   A. Add only 13% VAT
   B. Add 5% contingency, 3% supervision and 13% VAT to get 18,842,976
   C. Add 5% only
   D. Subtract 3% supervision
   Answer: B. 15,440,000 + 772,000 + 463,200 + 2,167,776 = 18,842,976. (Key point: Total cost)
