## Question

What are the opportunities and challenges for hydropower development in Nepal? Write your comments on the Hydropower Development Policy 2001 of Nepal.

## Short answer

Opportunities: 83,000 MW theoretical, 42,000 MW feasible, snow-fed rivers, growing demand, export to India/Bangladesh, economic benefits. Challenges: high capital, difficult geology, poor access, seasonal flow, permit delays, political instability, environment. HDP 2001 opened private sector and gave incentives but lacked storage, export plan, benefit sharing and federal coordination.

## Answer

#### Opportunities
- **Huge potential:** Theoretical potential is about 83,000 MW; about 42,000 MW is economically feasible. Only a small part is developed.
- **Perennial snow-fed rivers** with steep gradient give high head over short distances.
- **Growing demand:** Domestic demand grows 7-10% per year, and electricity can replace imported fuel (cooking, vehicles, industry).
- **Export market:** India and Bangladesh have large and growing shortages of power. Nepal can sell the monsoon surplus.
- **Economic benefits:** Foreign exchange, jobs, revenue, rural development, and low-cost clean energy.
- **Private sector interest** and growth of domestic financing.

#### Challenges
- **High capital and financing** need; delay in financial closure.
- **Difficult geology** (young Himalaya), landslide, floods, GLOF and earthquake risk.
- **Poor access:** roads and transmission lines are missing in remote sites.
- **Seasonal flow:** Large wet-dry difference; shortage of storage projects.
- **Delay in permits,** land acquisition, forest clearance and local protest.
- **Political instability,** weak coordination between federal, provincial and local governments, and uncertain power trade agreement with India.
- **Lack of skilled workforce** and contractors; cost and time overrun.
- **Environment and resettlement issues.**

#### Comments on HDP 2001
- **Good points:** It opened the sector to the private sector, gave a simple licence process, tax and duty incentives, and recognised export and rural electrification.
- **Weaknesses:** It was silent on storage projects and a clear plan for export. Royalty and tariff were not attractive for some developers. Benefit sharing with the local people was weak. Coordination between the institutions was poor, and the policy did not address the federal structure and climate change.
- **Suggestion:** The policy needs to be updated to include storage and pumped storage, one-window clearance, transmission, power trade, and clearer benefit sharing.

The answer's key points as multiple-choice questions, with the correct option and why.

1. What are the theoretical and economically feasible potentials of Nepal?
   A. About 83,000 MW both
   B. About 10,000 MW both
   C. About 42,000 MW theoretical, 83,000 MW feasible
   D. About 83,000 MW theoretical, 42,000 MW feasible
Answer: D. Theoretical potential is about 83,000 MW and economically feasible is about 42,000 MW. (Key point: Potential)

2. What export opportunity does Nepal have with India and Bangladesh?
   A. Sell dry-season power only
   B. Export is impossible
   C. Sell the monsoon surplus
   D. Sell only to Bhutan
Answer: C. Nepal has surplus in the monsoon and these countries have power shortages. (Key point: Seasonal export)

3. Which is a weakness of HDP 2001 mentioned in the answer?
   A. It was silent on storage projects and had weak benefit sharing
   B. It had no licence process
   C. It required 100% government ownership
   D. It banned private investment
Answer: A. The policy was silent on storage and a clear export plan, and benefit sharing with locals was weak. (Key point: HDP weakness)

4. What update to HDP 2001 is suggested?
   A. Remove tax incentives
   B. Include storage and pumped storage and one-window clearance
   C. Stop export
   D. Limit private sector to 1 MW
Answer: B. The answer suggests including storage, pumped storage, one-window clearance, transmission, power trade and benefit sharing. (Key point: Suggested update)
