## Question

What do you mean by Project Development Life Cycle? Explain describing various parts, phase, stage and activities of the project development life cycle.

## Short answer

The Project Development Life Cycle is the series of phases from idea to operation: identification, formulation, appraisal, planning and design, implementation, and operation/termination. Each phase has specific activities and checkpoints. It provides structure, helps stop weak projects early, and clarifies roles at each stage.

## Answer

The **Project Development Life Cycle (PDLC)** is the series of phases a project passes through from the idea to its completion and operation. It gives the manager a structure for planning, approval and control. Common phases are identification (conception), formulation, appraisal, planning and design, implementation, and operation/termination.

```text
Identification -> Formulation -> Appraisal
                                    |
                                    v
                            Planning & design
                                    |
 Termination <- Operation <- Implementation
```

#### Phases, stages and activities
1. **Project identification (conception)**
   - Find a need or opportunity; generate ideas.
   - Activities: needs survey, problem statement, preliminary idea note.
2. **Project formulation / feasibility**
   - Study whether the idea is workable: technical, economic, financial, operational, legal and schedule feasibility.
   - Activities: data collection, alternatives, cost-benefit estimates, risk review.
   - Output: feasibility report and detailed project proposal.
3. **Project appraisal**
   - Independent evaluation by the sponsor, a bank or the government.
   - Activities: check financial returns (NPV, IRR, payback) and social and environmental impact. Decision: approve, revise or reject.
4. **Planning and design (pre-implementation)**
   - Detailed scope, WBS, schedule, budget, resources, procurement and quality plans.
   - Contracts are signed and the team is formed.
5. **Implementation (execution)**
   - Build, code, install and test; monitor and control progress; manage changes.
   - Output: deliverables and progress reports.
6. **Operation and termination (close-out)**
   - Hand-over to users, training, documentation, final acceptance, lessons learned and release of resources.
   - A post-implementation review confirms the benefits.

#### Importance
- Gives checkpoints (gates) to stop weak projects early.
- Clarifies roles for each stage.
- Helps match resource use with progress.

**Example:** For a hospital management system, the idea comes from long queues (identification), the study shows it is affordable (feasibility), the board approves it (appraisal), the vendor builds and tests it (implementation), and staff are trained and it goes live (operation).

The answer's key points as multiple-choice questions, with the correct option and why.

1. The Project Development Life Cycle is:
   A. The series of phases a project passes through from idea to completion and operation
   B. Only the coding phase
   C. The life of the product in the market
   D. A team structure
   Answer: A. PDLC gives a structure of phases from idea to completion and operation. (Key point: PDLC meaning)

2. Which order of phases is correct?
   A. Appraisal, identification, formulation, implementation
   B. Implementation, formulation, identification, appraisal
   C. Identification, formulation, appraisal, implementation
   D. Formulation, implementation, appraisal, identification
   Answer: C. Identification comes first, then formulation, appraisal, planning, implementation and operation/termination. (Key point: Order of phases)

3. What happens in project appraisal?
   A. The team writes code
   B. Staff are trained
   C. Resources are released
   D. An independent evaluation checks financial returns and impacts, then approves, revises or rejects
   Answer: D. Appraisal is an independent evaluation (NPV, IRR, payback, social and environmental impact) leading to a decision. (Key point: Appraisal)

4. Why are checkpoints (gates) useful in the life cycle?
   A. They stop weak projects early
   B. They increase cost
   C. They remove the need for planning
   D. They replace stakeholders
   Answer: A. Gates let management stop weak projects early and clarify roles at each stage. (Key point: Importance of gates)
