## Question

What do you mean by project planning matrix (PPM)? Explain it in detail with characteristics of PPM.

## Short answer

The project planning matrix (logfram) is a 4x4 table summarizing objectives, indicators, verification means, and assumptions. Its characteristics include vertical if-then logic, horizontal alignment, and clear measurable indicators, making it a foundation for monitoring and evaluation.

## Answer

The **project planning matrix (PPM)** is better known as the **logical framework matrix (logframe)**. It is a planning tool that summarises a project in a 4 x 4 table showing the objectives, how success will be measured, how it will be verified and the assumptions needed. It is widely used by development agencies and in project proposals.

#### Structure
| Hierarchy of objectives | Indicators (OVI) | Means of verification (MOV) | Assumptions / risks |
|---|---|---|---|
| **Goal** (long-term impact) | Measures of goal achievement | Sources of data | Conditions for sustaining goal |
| **Purpose / outcome** | Measures of purpose | Reports, surveys | Conditions for outcome to give goal |
| **Outputs** (deliverables) | Quantity, quality, time of outputs | Progress and completion reports | Conditions for outputs to give purpose |
| **Activities** (inputs) | Resources and cost | Financial records | Conditions for activities to give outputs |

```text
  Goal       <- Purpose
  Purpose    <- Outputs
  Outputs    <- Activities
  (vertical logic: if... then...)
```

#### Characteristics of PPM
1. **Vertical logic**: if activities are done, outputs follow; if outputs, then purpose; if purpose, then goal.
2. **Horizontal logic**: each level has indicators, means of verification and assumptions.
3. **Summarises the whole project on one page.**
4. **Clear, measurable indicators** (quantity, quality, time).
5. **Identifies assumptions and risks** outside project control.
6. **Basis for monitoring and evaluation**.
7. **Promotes participation** and common understanding among stakeholders.
8. **Reviewed and revised** during the project.

#### Example (rural internet project)
- Goal: improved access to services in the district.
- Purpose: 80% of households can use the internet by year 2.
- Outputs: 20 Wi-Fi hubs installed; 200 users trained.
- Activities: survey, procurement, installation, training.
- Assumption: electricity supply is stable.

#### Advantages and limitations
It improves clarity and focus and helps in monitoring and evaluation. However, it can be rigid if overused and takes time to prepare.

The answer's key points as multiple-choice questions, with the correct option and why.

1. The project planning matrix is also known as:
   A. Logical framework matrix (logframe)
   B. Gantt chart
   C. Power/interest grid
   D. PERT chart
   Answer: A. PPM is the logframe, a 4 x 4 planning table. (Key point: Other name)

2. What does vertical logic state?
   A. All indicators are equal
   B. If activities are done, outputs follow; then purpose; then goal
   C. Costs are always lower than benefits
   D. Risks are ignored
   Answer: B. Each level leads to the next in if-then logic. (Key point: Vertical logic)

3. Which are the four columns of the matrix?
   A. Strengths, weaknesses, opportunities, threats
   B. Cost, time, scope, quality
   C. Hierarchy of objectives, indicators, means of verification, assumptions
   D. Inputs, tools, outputs, risks
   Answer: C. Objectives, OVI, MOV and assumptions/risks make up the matrix. (Key point: Columns)

4. What do assumptions/risks in PPM show?
   A. Completed work only
   B. Project costs
   C. Team names
   D. Conditions outside project control needed for success
   Answer: D. Assumptions identify external conditions that must hold at each level. (Key point: Assumptions)
