## Question

Entrepreneurship is not only the creativity of the entrepreneur but also strongly needs a conducive environment for entrepreneurship. Elaborate with your logic.

## Short answer

An entrepreneur’s creativity generates innovative ideas, but a supportive environment—stable policies, access to finance, infrastructure, legal protection, and social acceptance—is essential to turn ideas into viable ventures. Without it, even talented entrepreneurs may fail or emigrate.

## Answer

Creativity is the starting point of entrepreneurship: the entrepreneur sees a new idea, product or method. But a good idea alone does not produce a successful enterprise. It needs a supportive environment in which ideas can be tried, financed, protected and grown.

#### Role of the entrepreneur's creativity
- Generates new ideas and opportunities.
- Gives innovation, differentiation and competitive advantage.
- Drives risk-taking and persistence.

#### Role of a conducive environment
1. **Political and policy stability:** Predictable policies, taxes and rules help long-term investment. Frequent changes of government and policy discourage Nepali investors.
2. **Legal and regulatory framework:** Easy registration, contract and property protection (Industrial Enterprises Act, 2076; Companies Act, 2063), and intellectual property laws (Patent, Design and Trademark Act, 2022; Copyright Act, 2059).
3. **Financial support:** Access to loans, venture capital and a capital market. Nepal's concessional loans and startup funds help.
4. **Infrastructure:** Reliable electricity (NEA), internet, roads, transport and logistics.
5. **Market access:** Domestic demand and access to export markets.
6. **Skilled human resources and education:** Universities, training and technical skills.
7. **Social and cultural attitude:** Respect for entrepreneurs and acceptance of risk and failure. In many families, a stable job is preferred over a business.
8. **Government incentives:** Tax holidays, subsidies, one-window services.
9. **Support institutions:** Incubators, FNCCI, business associations, mentors.
10. **Technology and innovation systems.**

#### Conclusion by logic
A talented entrepreneur in an unfavourable environment may fail or leave the country (brain drain), while the same person in a supportive environment (as in Silicon Valley) succeeds. Thus entrepreneurship is the result of creativity plus environment.
