## Question

Discuss, citing project characteristics, how a project can be differentiated from other permanent systems.

## Short answer

A project is temporary with a unique output and a team disbanded after completion, while a permanent system operates continuously with routine work and permanent staff. Projects have high uncertainty and detailed planning, whereas permanent systems use standard procedures.

## Answer

A project is a temporary system for a unique result, whereas a permanent system (for example a hospital, a factory in operation, an electricity utility) keeps running to give continuous output.

| Basis | Project | Permanent system |
|---|---|---|
| Life | Temporary, definite start and end | Continuous, no fixed end |
| Objective | Specific, one-time deliverable | Ongoing operation and routine output |
| Work | Unique, non-repetitive | Repetitive, routine |
| Team | Temporary, disbanded at completion | Permanent staff |
| Organisation | Often a matrix or project team | Functional hierarchy |
| Uncertainty | High, new situation each time | Low, established procedure |
| Planning | Detailed plan for each project | Standard procedures and policies |
| Control | Time, cost and quality against the plan | Efficiency and output standards |
| Example | Construction of a 50 bed hospital | Daily running of the hospital |

When the project is complete, the product is handed over to the permanent system for operation. A project is therefore recognised by its definite objective, limited time, unique nature, temporary team and constrained resources.

The answer's key points as multiple-choice questions, with the correct option and why.

1. How does the life of a project differ from that of a permanent system?
   A. Project is continuous; permanent system is temporary
   B. Project is temporary with a definite start and end; permanent system is continuous with no fixed end
   C. Both have a fixed end date
   D. Both end when staff are changed
Answer: B. Temporary life is a defining feature of a project. (Key point: Life of a project)

2. Which describes the work in a project versus a permanent system?
   A. Project: routine; permanent system: unique
   B. Both are repetitive
   C. Project: unique and non-repetitive; permanent system: repetitive and routine
   D. Both are unique each day
Answer: C. Projects produce one-time deliverables, systems run routine operations. (Key point: Work nature)

3. What is the typical team and organisation of a project?
   A. Permanent staff in a functional hierarchy
   B. No team at all
   C. A team that never changes
   D. Temporary team disbanded at completion, often matrix or project team
Answer: D. Permanent systems have permanent staff and functional hierarchy. (Key point: Team and organisation)

4. Which is the project and which the permanent system in the hospital example?
   A. Construction of a 50 bed hospital is the project; daily running of the hospital is the permanent system
   B. Daily running is the project; construction is the system
   C. Both are projects
   D. Both are permanent systems
Answer: A. Once built, the hospital is handed over to the permanent system for operation. (Key point: Hospital example)
