## Question

Classify a project and discuss its characteristics in detail, including the importance of a good project environment.

## Short answer

A project is a temporary endeavor creating unique product within constraints. Classification by sector, size, ownership, resources, participation, purpose, technology, time, location. Characteristics: specific objective, definite life, uniqueness, progressive elaboration, temporary team, limited resources, uncertainty, interdependent tasks, stakeholders, multi-disciplinary. A good environment includes stable policy, finance, skilled labour, materials, community support, infrastructure; poor environment causes delays and failure.

## Answer

#### Definition

A **project** is a temporary endeavour, with a definite start and end, undertaken by a team to create a unique product, service or result within limited time, cost and quality constraints. Examples: building the Kathmandu-Terai Fast Track, a 100 MW hydropower plant, a bridge, or developing a hospital information system.

#### Classification

| Basis | Types | Example |
|---|---|---|
| Sector | Agriculture, industry, energy, transport, health, education | Irrigation canal, cement factory |
| Size / cost | Small, medium, large, mega | Foot trail vs Melamchi water project |
| Ownership | Public, private, public-private (PPP) | Government road, private hotel, BOOT hydropower |
| Nature of resources | Labour intensive, capital intensive | Rural road by user groups, a dam |
| Participation | Domestic, bilateral, multilateral, joint venture | Government-funded road, Pokhara Airport (China Exim loan), ADB-funded water supply, Khimti hydropower |
| Purpose | Production, service, infrastructure, social | Factory, school, bridge |
| Technology | Conventional, high technology | Manual brick kiln vs automated plant |
| Time | Short term, medium term, long term | 6-month school building vs 10-year highway |
| Location | Urban, rural, regional, national | Smart city, village water supply |

#### Characteristics

| Characteristic | Meaning | Example |
|---|---|---|
| Specific objective | Defined purpose and deliverable | Complete a 40 m span bridge |
| Definite life span | Fixed start and end date | Start Shrawan 2080, finish Asar 2082 |
| Unique / non-routine | Not a repetitive task; each project differs in site, design, conditions | Two dams are never identical |
| Progressive elaboration | Details are developed step by step as information increases | Concept, feasibility, detailed design, drawings |
| Temporary team | Team formed for the project and dispersed at the end | Engineers, contractors, consultants |
| Limited resources | Fixed budget, manpower, equipment, time | Budget of NRs 50 crore |
| Uncertainty and risk | Future events cannot be fully predicted | Landslide, price rise, delay in land acquisition |
| Interdependent tasks | Activities depend on each other | Foundation before columns |
| Customer / stakeholders | Client, funder, users, public | Department of Roads, donor, villagers |
| Multi-disciplinary and cross-functional | Different specialists work together | Civil, electrical, environment, finance |

#### Importance of a good project environment

A favourable environment gives the project what it needs and reduces uncertainty. A good environment means:

- stable and supportive government policy and laws, which speed up approvals and attract investors;
- availability of finance, skilled labour, materials and equipment at reasonable cost;
- community support and good relations, which reduce disputes and delays;
- reliable infrastructure (roads, power, communication) for site works;
- suitable natural conditions and a plan for disasters;
- competent partners, contractors and consultants.

A poor environment (political instability, strikes, price rise, hostile locals) causes delay, cost overrun and sometimes failure. So the environment must be studied before the project is selected and monitored throughout its life.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which statement best defines a project?
   A. A temporary endeavour with a definite start and end, undertaken by a team to create a unique product, service or result
   B. A continuing operation that produces the same output every day under standard procedures
   C. Any activity carried out by a permanent department with no time limit
   D. A routine task repeated by the same staff to maintain existing output
   Answer: A. A project is temporary, has a definite start and end, and creates something unique within time, cost and quality limits. (Key point: Definition of a project)

2. Which of these is a basis for classifying projects?
   A. Only the name of the project manager
   B. Only the colour and shape of the final structure
   C. Only the number of drawings prepared
   D. Sector, size/cost, ownership, nature of resources, participation, purpose, technology, time and location
   Answer: D. Projects are classified on many bases such as sector, size, ownership, resources, participation, purpose, technology, time and location. (Key point: Bases of classification)

3. Which describes a good project environment?
   A. Stable supportive policy, available finance and skills, community support, reliable infrastructure and competent partners
   B. Frequent strikes and price rises
   C. Hostile local community
   D. Unstable government policy
   Answer: A. A favourable environment reduces uncertainty and speeds approvals. (Key point: Good environment)

4. What can a poor environment cause?
   A. Faster completion
   B. Delay, cost overrun and sometimes failure of the project
   C. Lower cost
   D. Greater certainty
   Answer: B. So the environment must be studied before selection and monitored throughout. (Key point: Poor environment effect)
