## Question

Explain in detail how a project operates in a dynamic environment, with a suitable technical example. (All the activities progressing according to schedule is seldom the case in a project.)

## Short answer

Projects operate in a dynamic environment with changes from political, economic, natural, and technical factors, so activities rarely follow the schedule. For example, a hydropower tunnel may face poor rock, flooding, and fund delays, forcing schedule and cost revisions through continuous monitoring and risk management.

## Answer

A project is not carried out in a closed laboratory; it works in an environment that keeps changing. Because of this, activities seldom progress exactly as scheduled.

#### Sources of change
- Political: change of government or policy, strikes and bandhs.
- Economic: price escalation, exchange rate, interest rate.
- Social: local objections, land and compensation disputes.
- Natural: monsoon, floods, landslides, earthquakes (such as the 2015 Gorkha earthquake).
- Technical: design change, new technology, unexpected geology.
- Resource: delay in funds, material shortage, equipment breakdown, labour shortage.
- Stakeholder: client's change orders, delayed approvals.

#### Technical example: a hydropower tunnel project
Plan: a 1,500 m headrace tunnel excavated in 12 months. In practice, poor rock is met at 600 m, so extra support is needed and progress falls. Heavy rain floods the adit, and a fund release is delayed. The schedule slips, the cost rises and the lining design is revised.

#### How the project manager responds
1. Monitor progress and the environment regularly.
2. Update the schedule and budget (re-planning).
3. Keep contingency time and money.
4. Use risk management and change control.
5. Maintain communication with all stakeholders.

Hence planning must be flexible, and control must be continuous.

## Check yourself

The answer's key points as multiple-choice questions, with the correct option and why.

1. Why do activities seldom progress exactly as scheduled in a project?
   A. Because schedules are never prepared
   B. The project works in a changing environment (political, economic, social, natural, technical, resource, stakeholder changes)
   C. Because the project is carried out in a closed laboratory
   D. Because the project manager avoids monitoring
Answer: B. A project is not in a closed system; environmental changes disturb the plan. (Key point: Why schedules slip)

2. In the headrace tunnel example, what caused the progress to fall?
   A. The tunnel was shorter than planned
   B. Contingency funds were too large
   C. Poor rock at 600 m needing extra support, with flooding and delayed funds adding to the delay
   D. The lining design needed no revision
Answer: C. Unexpected geology, rain flooding and delayed fund release slipped the schedule, raised cost and changed the lining design. (Key point: Tunnel example)

3. Which is a correct response by the project manager to a dynamic environment?
   A. Freeze the original plan and ignore changes
   B. Stop all communication until the project ends
   C. Remove contingency to cut cost
   D. Monitor regularly, re-plan, keep contingency time and money, use risk management and change control
Answer: D. Plans must be flexible and control continuous. (Key point: Manager's response)

4. Which of these is a natural source of change?
   A. Monsoon, floods, landslides or earthquakes
   B. Change of government
   C. Exchange rate fluctuation
   D. Client's change order
Answer: A. Government change is political, exchange rate economic and change order stakeholder-related. (Key point: Natural source of change)
