## Question

What is a project? What are its main attributes? Write the major activities carried out in the implementation phase of a project.

## Short answer

A project is a temporary endeavor with a unique objective, limited time, cost and quality constraints. Attributes: specific objective, definite start and end, uniqueness, temporary team, limited resources, progressive elaboration, uncertainty, interrelated activities. Implementation phase includes mobilization, procurement, construction, resource management, monitoring and control, quality assurance, change management, safety, and reporting.

## Answer

#### What is a project?

A **project** is a temporary endeavour, with a definite start and end, undertaken by a team to create a unique product, service or result within limited time, cost and quality constraints. Examples: building the Kathmandu-Terai Fast Track, a 100 MW hydropower plant, a bridge, or developing a hospital information system.

#### Main attributes

- Specific objective
- Definite start and end
- Unique, non-routine work
- Temporary team
- Limited resources (cost, time, manpower)
- Progressive elaboration
- Uncertainty and risk
- Interrelated activities and stakeholders

#### Activities in the implementation phase

The implementation (execution) phase is where the plan is turned into the actual product and usually takes the largest share of cost and effort.

1. Mobilisation: site office, camps, machinery, manpower, materials.
2. Procurement of materials, equipment and subcontractors.
3. Construction or production work as per drawings and specifications.
4. Resource management: allocation of labour, equipment and materials, and cash flow.
5. Monitoring and control of progress, cost and quality; comparing actual with planned and taking corrective action.
6. Quality assurance, testing and inspection.
7. Change and variation management, claims and payments to contractors.
8. Safety, environmental management and community relations.
9. Regular reporting and coordination meetings with the client and stakeholders.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which is the best definition of a project?
   A. A department of an organisation
   B. A permanent routine operation
   C. A temporary endeavour with definite start and end to create a unique product, service or result within time, cost and quality constraints
   D. A continuous service with no end
Answer: C. Temporary, unique and constrained are the defining features. (Key point: Definition)

2. Which is NOT an attribute of a project?
   A. Definite start and end
   B. Unique, non-routine work
   C. Repetitive work with no end
   D. Limited resources
Answer: C. Projects are non-repetitive and temporary. (Key point: Attributes)

3. What does progressive elaboration mean as a project attribute?
   A. Scope never changes
   B. Costs are fixed
   C. The project never ends
   D. Details develop and become clearer step by step as the project proceeds
Answer: D. Progressive elaboration is the gradual refinement of details as the project proceeds. (Key point: Progressive elaboration)

4. Which implementation activity covers materials, equipment and subcontractors?
   A. Procurement
   B. Initiation
   C. Termination
   D. Evaluation
Answer: A. Procurement of materials, equipment and subcontractors is activity 2. (Key point: Procurement)

5. Which implementation activity covers testing and inspection?
   A. Resource management
   B. Quality assurance
   C. Mobilisation
   D. Reporting
Answer: B. Quality assurance, testing and inspection is activity 6. (Key point: QA activity)
