## Question

What is a project? Explain its dimensions and characteristics.

## Short answer

A project is a temporary endeavor with a unique output, constrained by time, cost, and quality. Its dimensions are time, cost, and quality/scope, forming the project triangle where changing one affects others. Characteristics include specific objective, definite life span, uniqueness, progressive elaboration, temporary team, limited resources, uncertainty, and multi-disciplinary work.

## Answer

#### Project

A **project** is a temporary endeavour, with a definite start and end, undertaken by a team to create a unique product, service or result within limited time, cost and quality constraints. Examples: building the Kathmandu-Terai Fast Track, a 100 MW hydropower plant, a bridge, or developing a hospital information system.

#### Dimensions of a project
A project is viewed in three basic dimensions, called the project triangle, which must be balanced:

```text
          Quality / Scope
              /\
             /  \
            /    \
           /______\
        Time      Cost
```

- **Time:** start and finish dates, schedule and milestones.
- **Cost:** the budget, including resources and cash flow.
- **Quality / scope:** the deliverables and performance standard.

Changing one dimension affects the others: shortening the time usually raises the cost or lowers the quality. Other dimensions often added are risk, resources and stakeholder satisfaction.

#### Characteristics

| Characteristic | Meaning | Example |
|---|---|---|
| Specific objective | Defined purpose and deliverable | Complete a 40 m span bridge |
| Definite life span | Fixed start and end date | Start Shrawan 2080, finish Asar 2082 |
| Unique / non-routine | Not a repetitive task; each project differs in site, design, conditions | Two dams are never identical |
| Progressive elaboration | Details are developed step by step as information increases | Concept, feasibility, detailed design, drawings |
| Temporary team | Team formed for the project and dispersed at the end | Engineers, contractors, consultants |
| Limited resources | Fixed budget, manpower, equipment, time | Budget of NRs 50 crore |
| Uncertainty and risk | Future events cannot be fully predicted | Landslide, price rise, delay in land acquisition |
| Interdependent tasks | Activities depend on each other | Foundation before columns |
| Customer / stakeholders | Client, funder, users, public | Department of Roads, donor, villagers |
| Multi-disciplinary and cross-functional | Different specialists work together | Civil, electrical, environment, finance |

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which statement best defines a project?
   A. A temporary endeavour with a definite start and end, undertaken by a team to create a unique product, service or result
   B. A continuing operation that produces the same output every day under standard procedures
   C. Any activity carried out by a permanent department with no time limit
   D. A routine task repeated by the same staff to maintain existing output
   Answer: A. A project is temporary, has a definite start and end, and creates something unique within time, cost and quality limits. (Key point: Definition of a project)

2. What are the three basic dimensions of the project triangle?
   A. Time, cost and quality/scope
   B. Time, labour and location
   C. Cost, risk and ownership
   D. Scope, size and sector
   Answer: A. The project triangle balances time, cost and quality/scope. (Key point: Three dimensions)

3. What usually happens if the time of a project is shortened?
   A. Cost and quality both improve automatically
   B. Cost rises or quality falls, since the dimensions affect each other
   C. Nothing changes, since dimensions are independent
   D. The scope is automatically doubled
   Answer: B. Changing one side of the triangle affects the others; crashing time usually raises cost or lowers quality. (Key point: Trade-off between dimensions)

4. What does progressive elaboration mean for a project?
   A. All details are fixed completely at the start and never change
   B. Only the cost is revised and the scope stays unknown
   C. Details are developed step by step as more information becomes available
   D. The project is repeated several times to improve it
   Answer: C. Scope and cost become more accurate stage by stage, e.g. concept, feasibility, detailed design, drawings. (Key point: Progressive elaboration)
