## Question

What is project environment? How can you say that a project operates under a dynamic environment? Explain with an example.

## Short answer

Project environment encompasses all internal and external factors (political, economic, social, etc.) affecting a project. It is dynamic because these conditions change; for instance, a highway project in Nepal may face policy shifts, price rises, landslides, local strikes and scope changes, requiring continuous re-planning.

## Answer

A **project environment** is the set of all internal and external factors, conditions and forces that surround a project and influence its success. It is the context in which the project is planned and carried out.

#### External environment
| Element | Influence on a project |
|---|---|
| Political / legal | Government policy, stability, laws, licences, taxes (e.g. Hydropower policy, Public Procurement Act) |
| Economic | Inflation, interest rates, exchange rate, price of materials, market demand |
| Social / cultural | Community acceptance, local participation, resettlement, labour attitude |
| Technological | Availability of new methods, equipment and skills |
| Natural / physical | Geology, climate, floods, earthquakes, terrain |
| Competitive | Competitors, alternative suppliers |
| Financial | Banks, donors, investors, capital market |

#### Task (immediate) environment
Clients, funders, suppliers, contractors, consultants, labour unions, government agencies, local community and competitors. These directly supply resources and affect achievement of objectives, but also impose limits (rules, deadlines, conditions).

#### Internal environment
Organisation structure, culture, management style, resources and skills of the project team.

A project manager must scan the environment continuously, adapt plans, and manage stakeholders and risks.

#### Why a project operates in a dynamic environment

The political, economic, social, technical and natural conditions around a project keep changing during its life, which may last several years. These changes alter the requirements, cost and schedule, so a project cannot follow a fixed plan.

Example: a highway project in Nepal. During construction the government changes the compensation rate, cement and fuel prices rise, a monsoon landslide blocks the road, local people stop work demanding jobs, and the client orders an extra bridge. Each event forces re-planning of time and cost. Hence the project manager must monitor the environment and update plans regularly.

The answer's key points as multiple-choice questions, with the correct option and why.

1. What is a project environment?
   A. Only the government rules applying to the project
   B. The project team's office
   C. Only the physical site of the project
   D. The set of internal and external factors and forces that surround and influence a project's success
Answer: D. It is the context of all internal and external factors in which a project is planned and carried out. (Key point: Definition of project environment)

2. Which group belongs to the task (immediate) environment?
   A. Organisation culture
   B. Inflation and exchange rate
   C. Clients, suppliers, contractors and funders
   D. Climate and terrain
Answer: C. The task environment consists of parties dealing directly with the project; inflation and climate are external general factors, culture is internal. (Key point: Task environment)

3. Which is part of the INTERNAL environment?
   A. Competitors
   B. Organisation structure, culture and team skills
   C. Public Procurement Act
   D. Monsoon
Answer: B. Internal environment means the organisation's structure, culture, management style, resources and team skills. (Key point: Internal environment)

4. Why is a project said to operate in a dynamic environment?
   A. Because its team is large
   B. Because it is always a civil project
   C. Because it has a fixed budget
   D. Because conditions around it change during its multi-year life, altering requirements, cost and schedule
Answer: D. Political, economic, social, technical and natural conditions keep changing, so a fixed plan cannot be followed. (Key point: Why dynamic)

5. In the highway example, what does each event (price rise, landslide, extra bridge order) force the manager to do?
   A. Cancel the project
   B. Re-plan time and cost
   C. Ignore it
   D. Replace the client
Answer: B. Each event forces re-planning, so the manager must monitor the environment and update plans regularly. (Key point: Highway example)
