## Question

Define project and explain its characteristics in brief. What are the major differences between project management and traditional management? Explain the external environment of the project.

## Short answer

A project is a temporary endeavor with a specific objective, unique output, limited time and cost resources. Project management handles one-time non-routine tasks with temporary teams, while traditional management oversees repetitive operations in permanent hierarchies. The external environment includes political, economic, social, technological, natural, competitive and financial factors that influence the project.

## Answer

#### Project and its characteristics

A **project** is a temporary endeavour, with a definite start and end, undertaken by a team to create a unique product, service or result within limited time, cost and quality constraints. Examples: building the Kathmandu-Terai Fast Track, a 100 MW hydropower plant, a bridge, or developing a hospital information system.

| Characteristic | Meaning | Example |
|---|---|---|
| Specific objective | Defined purpose and deliverable | Complete a 40 m span bridge |
| Definite life span | Fixed start and end date | Start Shrawan 2080, finish Asar 2082 |
| Unique / non-routine | Not a repetitive task; each project differs in site, design, conditions | Two dams are never identical |
| Progressive elaboration | Details are developed step by step as information increases | Concept, feasibility, detailed design, drawings |
| Temporary team | Team formed for the project and dispersed at the end | Engineers, contractors, consultants |
| Limited resources | Fixed budget, manpower, equipment, time | Budget of NRs 50 crore |
| Uncertainty and risk | Future events cannot be fully predicted | Landslide, price rise, delay in land acquisition |
| Interdependent tasks | Activities depend on each other | Foundation before columns |
| Customer / stakeholders | Client, funder, users, public | Department of Roads, donor, villagers |
| Multi-disciplinary and cross-functional | Different specialists work together | Civil, electrical, environment, finance |

#### Project management vs traditional management

| Basis | Project management | Traditional (functional) management |
|---|---|---|
| Purpose | One-time unique objective | Continuous routine operation |
| Duration | Temporary | Permanent |
| Organisation | Temporary team, often matrix | Fixed functional hierarchy |
| Authority | Project manager across departments | Functional heads |
| Work | Non-repetitive | Repetitive |
| Planning | Detailed plan per project; time/cost/quality focus | Annual plan, policies |
| Control | Against schedule, budget and scope | Against standards and profit |
| Risk | High uncertainty | Low and predictable |
| Techniques | WBS, CPM/PERT, earned value | Budgeting, standard procedures |

#### External environment of the project

A **project environment** is the set of all internal and external factors, conditions and forces that surround a project and influence its success. It is the context in which the project is planned and carried out.

#### External environment
| Element | Influence on a project |
|---|---|
| Political / legal | Government policy, stability, laws, licences, taxes (e.g. Hydropower policy, Public Procurement Act) |
| Economic | Inflation, interest rates, exchange rate, price of materials, market demand |
| Social / cultural | Community acceptance, local participation, resettlement, labour attitude |
| Technological | Availability of new methods, equipment and skills |
| Natural / physical | Geology, climate, floods, earthquakes, terrain |
| Competitive | Competitors, alternative suppliers |
| Financial | Banks, donors, investors, capital market |

#### Task (immediate) environment
Clients, funders, suppliers, contractors, consultants, labour unions, government agencies, local community and competitors. These directly supply resources and affect achievement of objectives, but also impose limits (rules, deadlines, conditions).

#### Internal environment
Organisation structure, culture, management style, resources and skills of the project team.

A project manager must scan the environment continuously, adapt plans, and manage stakeholders and risks.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which statement best defines a project?
   A. A temporary endeavour with a definite start and end, undertaken by a team to create a unique product, service or result
   B. A continuing operation that produces the same output every day under standard procedures
   C. Any activity carried out by a permanent department with no time limit
   D. A routine task repeated by the same staff to maintain existing output
Answer: A. A project is temporary, has a definite start and end, and creates something unique within time, cost and quality limits. (Key point: Definition of a project)

2. Which row correctly contrasts project management with traditional management?
   A. Project: permanent, repetitive; traditional: temporary, unique
   B. Project: low uncertainty; traditional: high uncertainty
   C. Project: controlled only against profit; traditional: against schedule and scope
   D. Project: temporary team, non-repetitive work, high uncertainty; traditional: permanent hierarchy, repetitive work, low uncertainty
Answer: D. Project management deals with one-time unique objectives using temporary teams, often matrix, with high risk. (Key point: Project vs traditional management)

3. Against what is a project controlled, compared with a permanent system?
   A. Against schedule, budget and scope, while a permanent system is controlled against efficiency/output standards
   B. Against annual profit only, same as a permanent system
   C. Against nothing, since projects are temporary
   D. Against routine standard procedures
Answer: A. Project control is about time, cost and quality against the plan. (Key point: Basis of control)

4. Which list correctly names elements of the external environment of a project?
   A. Organisation structure, culture, management style and team skills
   B. Political/legal, economic, social/cultural, technological, natural/physical, competitive and financial
   C. Only the client and the contractor
   D. Only the budget, schedule and scope
Answer: B. Organisation structure and culture belong to the internal environment; the others are external factors. (Key point: External environment elements)
