## Question

Define project proposal. A well prepared project proposal should give answers to what types of questions? Explain. Discuss elaborately the different aspects to be considered in the feasibility study of a road project.

## Short answer

A project proposal is a document that presents the project idea, objectives, plan, cost, and benefits to obtain approval. It must answer why, what, how, who, where, when, how much, benefits, risks, and sustainability. A road feasibility study covers traffic, alignment, pavement design, cost, economic appraisal (B/C, EIRR, NPV), financial, environmental, social, institutional, and risk aspects.

## Answer

#### Project proposal

A **project proposal** is a written document that presents the idea, objectives, plan, cost and expected benefits of a proposed project to convince the client, funder or approving authority to accept and finance it.

#### Questions a well prepared proposal answers

A well prepared proposal answers these questions:

| Question | Meaning |
|---|---|
| Why? | Need, background and justification |
| What? | Objectives, scope and deliverables |
| How? | Method, technology and design |
| Who? | Implementing team, responsibility and beneficiaries |
| Where? | Location and site |
| When? | Schedule and milestones |
| How much? | Cost, budget and funding |
| What benefit? | Economic, social and environmental outcome |
| What if? | Risks and mitigation |
| How sustainable? | Operation, maintenance and monitoring |

#### Aspects of the feasibility study of a road project

A feasibility study checks whether the road is technically sound, economically worthwhile and acceptable to the environment and people.

| Aspect | Points |
|---|---|
| Traffic | Present and forecast traffic, vehicle types, growth rate, axle load |
| Alignment / engineering | Terrain, geometry, geology, drainage, slope stability, bridges and culverts |
| Pavement design | Soil CBR, materials, traffic loading, design life |
| Cost estimate | Construction cost, land, utilities shifting, maintenance |
| Economic | Vehicle operating cost saving, travel time saving, accident reduction, B/C, EIRR, NPV (HDM-4) |
| Financial | Funding, toll revenue (if any), maintenance budget |
| Environmental | IEE/EIA, cutting of trees, slope, drainage, noise |
| Social | Land acquisition, resettlement, access to markets, schools and health |
| Institutional | Implementing agency, maintenance responsibility |
| Risk | Landslides, floods, cost and time overrun |

The answer's key points as multiple-choice questions, with the correct option and why.

1. What is a project proposal?
   A. A written document presenting idea, objectives, plan, cost and benefits to convince the client or funder
   B. A site survey only
   C. A legal court order
   D. A completed road
Answer: A. It is meant to persuade approval and financing. (Key point: Proposal definition)

2. Which question covers the implementing team, responsibility and beneficiaries?
   A. Where?
   B. Who?
   C. How?
   D. When?
Answer: B. 'Who?' covers team and beneficiaries. (Key point: Question 'Who')

3. Which are economic benefits assessed for a road feasibility study?
   A. Vehicle operating cost saving, travel time saving and accident reduction
   B. Tree planting only
   C. Contractor profit
   D. Toll booth colour
Answer: A. These feed B/C, EIRR and NPV, e.g. with HDM-4. (Key point: Road economic)

4. What inputs are used in pavement design?
   A. Only land cost
   B. Only resettlement
   C. Only noise level
   D. Soil CBR, materials, traffic loading and design life
Answer: D. Pavement design depends on subgrade strength, materials and traffic. (Key point: Pavement design)
