## Question

Define project proposal. Differentiate between technical proposal and financial proposal. How does the client evaluate the proposal for awarding the contract of construction and consulting works?

## Short answer

A project proposal outlines the idea, objectives, plan, cost, and benefits to gain approval. The technical proposal describes the methodology and team, while the financial proposal states the price. For construction, the client awards the lowest evaluated responsive bid; for consulting, QCBS combines technical (80%) and financial (20%) scores to select the highest combined score.

## Answer

#### Project proposal

A **project proposal** is a written document that presents the idea, objectives, plan, cost and expected benefits of a proposed project to convince the client, funder or approving authority to accept and finance it.

#### Technical vs financial proposal

| Basis | Technical proposal | Financial proposal |
|---|---|---|
| Content | Understanding of the work, methodology, work plan, team, equipment, experience | Prices, rates, bill of quantities, total cost, payment terms |
| Question answered | How will the work be done and can the bidder do it? | How much will it cost? |
| Evaluation | Scored on technical merit | Compared on price |
| Submission | Usually sealed separately and opened first | Opened only for bidders who pass the technical stage |
| Prepared by | Engineers and experts | Estimators and accountants |

#### Evaluation by the client

In Nepal, evaluation follows the Public Procurement Act, 2063 and the Public Procurement Rules, 2064.

**Construction works (bids):**
1. Opening and preliminary examination: completeness, bid security, signed forms.
2. Technical (qualification and responsiveness) evaluation against criteria such as experience, financial capacity, equipment and personnel, on a pass or fail basis.
3. Financial evaluation of the bids that pass: arithmetic correction and comparison of prices.
4. Award to the lowest evaluated substantially responsive bidder.

**Consulting services (proposals):**
1. The technical proposal is opened first and scored on the firm's experience, methodology and work plan, and key staff (points are given, with a minimum technical pass mark).
2. The financial proposals of technically qualified consultants are then opened.
3. A combined score is worked out under **Quality and Cost Based Selection (QCBS)**, for example with 80% weight to technical and 20% to financial. The consultant with the highest combined score is invited for negotiation and contract. Other methods include least cost selection and quality based selection.

## Check yourself

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which question does the technical proposal answer?
   A. How much will the work cost?
   B. How will the work be done and can the bidder do it?
   C. What are the payment terms?
   D. What is the bid security amount?
Answer: B. The technical proposal covers methodology, team, equipment and experience, answering how and whether the bidder can do the work. Cost belongs to the financial proposal. (Key point: Technical vs financial proposal)

2. In consulting evaluation, when are financial proposals opened?
   A. Together with technical proposals
   B. Before technical proposals
   C. Only for technically qualified consultants after the technical stage
   D. Only after the contract is signed
Answer: C. Technical proposals are opened and scored first; financial proposals are opened only for those who pass the technical stage. (Key point: Opening order)

3. How are construction bids evaluated technically?
   A. Pass or fail against criteria such as experience, financial capacity, equipment and personnel
   B. Scored out of 100 and combined with price
   C. By lowest price only
   D. By the bidder's reputation without criteria
Answer: A. Construction bids go through qualification and responsiveness on a pass/fail basis; then the price of those passing is compared. (Key point: Construction bid evaluation)

4. In QCBS with 80% technical and 20% financial weight, who is invited for negotiation?
   A. The lowest priced consultant
   B. The consultant with the highest technical score only
   C. The consultant with the highest combined score
   D. The consultant who submitted first
Answer: C. QCBS adds weighted technical and financial scores and the highest combined score is invited to negotiate. (Key point: QCBS)
