## Question

How can risk be identified and analysed for a rural road project? Explain the procedure.

## Short answer

Identify risks by reviewing documents, site visits, checklists, brainstorming, interviews, and SWOT. Analyse qualitatively by rating probability and impact (score = P x I), then quantitatively by EMV for top risks, e.g. landslide P=0.3 and Rs 20 lakh gives EMV Rs 6 lakh. Rank risks and plan responses.

## Answer

#### Risk identification for a rural road project

1. **Review documents:** DPR, survey, drawings, geotechnical report, estimate.
2. **Site visit and checklist:** use a checklist from past rural road projects.
3. **Brainstorming and interviews** with the local people, user committee, engineers and contractors.
4. **SWOT** and assumption analysis.

Typical risks found: landslide and slope failure, monsoon damage and washout, land and right-of-way dispute, local opposition, material shortage and price rise, contractor with low capacity, late budget release, poor quality of earthwork and drainage, and lack of maintenance.

#### Risk analysis procedure

1. Prepare a risk register with description, cause and effect.
2. **Qualitative:** rate probability and impact (1 to 5) and score = P x I.

```text
 Impact ->   Low      Medium     High
 Prob.
 High       Medium     High      High
 Medium      Low      Medium     High
 Low         Low       Low      Medium
```

3. **Quantitative:** for top risks, calculate EMV, e.g. landslide with P = 0.3 and cost Rs 20 lakh gives EMV = Rs 6 lakh.
4. Rank the risks and give priority to high-score risks.
5. Plan responses (retaining wall and drainage, early land agreement, community participation, inspection), assign owners, and monitor.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which set of methods is used to identify risks in a rural road project?
   A. Only payment of the contractor and final inspection
   B. Document review, site visit with checklist, brainstorming/interviews, SWOT
   C. Only calculating EMV for all items
   D. Only post-completion audit of the road
   Answer: B. Identification uses document review, checklists from past projects, brainstorming and interviews, and SWOT/assumption analysis. (Key point: Identification methods)

2. In qualitative risk analysis, how is the risk score obtained?
   A. Add the cost and the time of the activity
   B. Divide the impact by the probability
   C. Rate probability and impact (1 to 5) and multiply: score = P x I
   D. Take only the impact rating and ignore probability
   Answer: C. Each risk is rated for probability and impact on a 1 to 5 scale and the score is P x I. (Key point: Qualitative scoring)

3. A landslide has P = 0.3 and cost Rs 20 lakh. What is its EMV?
   A. Rs 20 lakh
   B. Rs 0.6 lakh
   C. Rs 66.7 lakh
   D. Rs 6 lakh
   Answer: D. EMV = probability x cost = 0.3 x 20 lakh = Rs 6 lakh. (Key point: EMV)

4. What is done after ranking the risks?
   A. Prioritise high-score risks, plan responses, assign owners and monitor
   B. Ignore the high-score risks until they occur
   C. Accept all risks equally without owners
   D. Close the risk register permanently
   Answer: A. High-score risks get priority; responses are planned, owners are assigned, and the risks are monitored. (Key point: After analysis)
