## Question

Discuss the scope of project engineering. Explain in detail how a project operates in a dynamic environment with a suitable example.

## Short answer

Project engineering scope covers identification, planning, design, procurement, implementation, monitoring, risk, financing and closure. A project operates in a dynamic environment due to changing political, economic, social and natural factors; e.g., a hydropower tunnel encountering poor rock, flood and fund delays forces re-planning and use of contingencies.

## Answer

#### Scope of project engineering
Project engineering covers the technical and managerial work needed to carry a project from idea to completion and operation:

- Identification, formulation and appraisal of projects (technical, economic, financial, environmental, social).
- Project planning: WBS, scheduling with bar charts, CPM and PERT, resource planning.
- Design, estimating and preparation of tender and contract documents.
- Implementation: procurement, construction supervision, quality assurance.
- Monitoring, evaluation and control of time, cost and quality.
- Risk analysis and management.
- Project financing and capital budgeting.
- Closure, handover, operation and maintenance, and post-project evaluation.

It applies equally to civil, electrical, mechanical and industrial projects.

#### Project in a dynamic environment

A project is not carried out in a closed laboratory; it works in an environment that keeps changing. Because of this, activities seldom progress exactly as scheduled.

#### Sources of change
- Political: change of government or policy, strikes and bandhs.
- Economic: price escalation, exchange rate, interest rate.
- Social: local objections, land and compensation disputes.
- Natural: monsoon, floods, landslides, earthquakes (such as the 2015 Gorkha earthquake).
- Technical: design change, new technology, unexpected geology.
- Resource: delay in funds, material shortage, equipment breakdown, labour shortage.
- Stakeholder: client's change orders, delayed approvals.

#### Technical example: a hydropower tunnel project
Plan: a 1,500 m headrace tunnel excavated in 12 months. In practice, poor rock is met at 600 m, so extra support is needed and progress falls. Heavy rain floods the adit, and a fund release is delayed. The schedule slips, the cost rises and the lining design is revised.

#### How the project manager responds
1. Monitor progress and the environment regularly.
2. Update the schedule and budget (re-planning).
3. Keep contingency time and money.
4. Use risk management and change control.
5. Maintain communication with all stakeholders.

Hence planning must be flexible, and control must be continuous.

## Check yourself

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which statement best describes the scope of project engineering?
   A. Only the construction supervision of a project
   B. Technical and managerial work from project idea through implementation to operation and post-project evaluation
   C. Only financial appraisal before funding
   D. Only the preparation of tender documents
Answer: B. Project engineering covers identification, planning, design, implementation, control, risk, financing and closure/operation, not just one stage. (Key point: Scope of project engineering)

2. Why do project activities seldom progress exactly as scheduled?
   A. Projects have unlimited resources
   B. Contractors never follow the plan
   C. The project works in an environment that keeps changing
   D. Schedules are always prepared carelessly
Answer: C. A project is not in a closed laboratory; political, economic, natural and other factors keep changing. (Key point: Why schedules slip)

3. Which of the following is a NATURAL source of change for a project?
   A. Client's change order
   B. Monsoon floods and landslides
   C. Delay in fund release
   D. Change in interest rate
Answer: B. Monsoon, floods, landslides and earthquakes are natural sources; the others are economic, stakeholder or resource sources. (Key point: Sources of change)

4. In the headrace tunnel example, poor rock at 600 m leads to which result?
   A. Only the contractor's profit changes
   B. Faster progress with no cost change
   C. Extra support is needed, progress falls, and the lining design is revised
   D. The tunnel is cancelled automatically
Answer: C. Unexpected geology forces extra support, slows progress, delays the schedule and raises cost. (Key point: Tunnel example)

5. What is the correct response of a project manager to a dynamic environment?
   A. Monitor, re-plan, keep contingency, use risk and change control, and communicate
   B. Freeze the original plan
   C. Ignore minor delays until closure
   D. Stop monitoring after the plan is approved
Answer: A. Planning must be flexible and control continuous, with contingency time and money kept. (Key point: Manager's response)
