## Question

Define community, community management and community empowerment. Justify the role of engineer as facilitator in development activities with examples.

## Short answer

A community is a group sharing area, interests or resources; community management is community responsibility for planning, operating and maintaining facilities; empowerment builds capacity and decision power. An engineer facilitates by using PRA, explaining options, training locals, forming committees, mobilising resources, supervising, and promoting transparency.

## Answer

#### Community
A **community** is a group of people living in a common area or sharing common interests, culture, resources or problems, who interact with each other and have a sense of belonging. Example: a village, a ward, or the users of a drinking water scheme.

#### Community management
**Community management** is the process in which the community itself takes responsibility and authority for planning, building, operating, maintaining and managing a development facility or resource, usually through a users' committee or group. Example: community forest user groups and drinking water users' committees in Nepal.

#### Community empowerment
**Community empowerment** is the process of increasing the capacity, confidence, knowledge and decision-making power of the community so that they can identify their own problems, mobilise resources and control their own development. It includes awareness, organisation, skills, access to resources and participation in decisions.

#### Role of engineer as facilitator (with examples)
An engineer in community development should not only design and build but should **facilitate**, i.e. help the community to make and carry out its own decisions.
1. **Need identification:** uses PRA tools (FGD, resource mapping, transect walk) to find real priorities. *Example:* in a hill village, mapping shows drinking water is the top need, not a road.
2. **Technical advice in simple language:** explains options, costs and risks so users can choose. *Example:* explaining gravity-flow vs lift water supply.
3. **Appropriate technology:** chooses low-cost, locally maintainable designs such as micro-hydro or gabion structures.
4. **Training and capacity building:** trains masons, caretakers and committee members in construction, quality checks, book-keeping and maintenance. *Example:* training a village maintenance worker for a water scheme.
5. **Organising users' committees** with inclusion of women and marginalised groups.
6. **Mobilising local resources:** labour, materials and cost sharing.
7. **Linking with outside agencies:** municipalities, government offices and NGOs for funds and approvals.
8. **Supervision and quality control** while leaving management to the community.
9. **Promoting transparency:** public hearings, public audits and display boards.
10. **Conflict management:** resolving disputes over alignment, land or water sharing.
11. **Handover and follow-up:** ensuring an O&M fund and plan exist.

Through this role, the engineer makes the project technically sound and socially owned, so it lasts longer.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Which best defines a community?
   A. Any government office
   B. A group of people in a common area or with shared interests, culture, resources or problems and a sense of belonging
   C. A company's shareholders
   D. A single family
Answer: B. A community shares an area or interests and has a sense of belonging, e.g. users of a water scheme. (Key point: Definition of community)

2. In community management, who takes responsibility and authority for the facility?
   A. The contractor
   B. The donor agency
   C. The community itself, usually through a users' committee
   D. The district engineer's office
Answer: C. The community plans, builds, operates and maintains the facility itself, e.g. forest user groups. (Key point: Community management)

3. Community empowerment is mainly the process of:
   A. Providing free materials to the community
   B. Replacing local leaders by outside experts
   C. Reducing the number of meetings
   D. Increasing the community's capacity, confidence and decision-making power to control its own development
Answer: D. Empowerment builds capacity and power so people can identify problems and mobilise resources themselves. (Key point: Community empowerment)

4. Why does the engineer use PRA tools such as resource mapping for need identification?
   A. To find the real priorities, e.g. water rather than a road
   B. To prove the engineer's design is correct
   C. To avoid talking to villagers
   D. To reduce the project cost estimate
Answer: A. PRA tools reveal the community's real priorities, which may differ from what outsiders assume. (Key point: Need identification by the engineer)

5. What must the engineer make sure exists before leaving the project?
   A. A new design for another project
   B. An O&M fund and plan
   C. A bigger machine fleet
   D. A contract with a foreign firm
Answer: B. Handover and follow-up means ensuring an operation and maintenance fund and plan exist. (Key point: Handover and follow-up)
