## Question

Kathmandu has recently been listed as one of the most polluted cities (in term of air pollution) in the world. Discuss and recommend key takeaways to make the livable city.

## Short answer

To make Kathmandu livable, key actions include promoting electric vehicles and public transport, controlling road/construction dust, converting brick kilns to cleaner technology, banning open waste burning, expanding green spaces, and enforcing air quality monitoring with public alerts. Coordinated governance, regional cooperation on haze, and clean cooking transition are also crucial.

## Answer

Kathmandu has several times topped global real-time rankings (e.g. IQAir) for the worst air quality, with PM2.5 levels in winter and spring many times higher than the WHO guideline. The problem comes from a combination of many emission sources and the valley's closed topography.

#### Why Kathmandu is so polluted
1. **Vehicle emissions** – rapid growth in vehicles, many old diesel buses and trucks, poor fuel quality, traffic jams.
2. **Road and construction dust** – dug-up and unpaved roads, unplanned construction, sand and stone carried uncovered.
3. **Brick kilns** around the valley and other industries.
4. **Open burning** of waste, and forest fires in spring.
5. **Household fuels** in some homes.
6. **Topography** – bowl-shaped valley, temperature inversion on winter mornings, low wind and no rain in the dry season trap pollutants.
7. **Trans-boundary haze** from the Indo-Gangetic plain.
8. **Rapid unplanned urbanisation** – loss of open space and greenery.

#### Effects
Respiratory and heart disease, eye irritation, reduced life expectancy, flight disruption due to low visibility, loss of tourism and a poor image of the city.

#### Key takeaways to make Kathmandu a livable city
1. **Clean transport**
   - Promote electric vehicles (Nepal has hydropower surplus in the wet season) with tax benefits and charging stations.
   - Strong, reliable public transport – electric buses, dedicated bus lanes, possibly BRT/metro.
   - Strict emission testing and removal of vehicles older than 20 years; better fuel quality.
   - Walking and cycling lanes in the core city.
2. **Control dust**
   - Finish road and pipe works on time; pave and clean roads; water sprinkling.
   - Cover construction sites and trucks carrying sand and soil.
3. **Cleaner industries**
   - Convert brick kilns to zig-zag or cleaner technology; enforce stack emission standards; move polluting industries out of the valley.
4. **Waste management** – ban and fine open burning, segregate waste at source, compost organic waste, recycle plastics, operate a proper landfill.
5. **Green city planning** – parks, green belts, roadside trees, protect open spaces; plan satellite towns to reduce crowding.
6. **Clean cooking** – electric/induction cooking, phase out kerosene.
7. **Monitoring and early warning** – a dense air quality monitoring network, public AQI display, health advisories and school closure on very bad days.
8. **Law and governance** – enforce the Environment Protection Act and National Ambient Air Quality Standards; coordination between metropolitan, provincial and federal bodies.
9. **Regional cooperation** – work with India and other SAARC countries on cross-border haze and crop burning.
10. **Public participation** – awareness campaigns, wearing masks, using public transport, reporting polluters.

A livable Kathmandu needs these steps to be done together and continuously, not only in the polluted season.

The answer's key points as multiple-choice questions, with the correct option and why.

1. According to the answer, why is Kathmandu so polluted?
   A. Only because of trans-boundary haze
   B. A combination of many emission sources and the valley's closed topography
   C. Mainly because of industrial chimneys in the city centre
   D. Only because of heavy rainfall
Answer: B. Vehicles, dust, kilns, burning and haze combine with the bowl shape, inversion, low wind and dry season that trap pollutants. (Key point: Why Kathmandu is polluted)

2. Which transport measure is recommended to make Kathmandu livable?
   A. Allow older vehicles to continue if they pass once
   B. Encourage more private motorcycles
   C. Remove bus lanes to widen roads
   D. Promote electric vehicles and reliable public transport, with emission testing and removal of vehicles older than 20 years
Answer: D. Electric vehicles using hydropower, strong public transport, emission testing, removing old vehicles and better fuel cut vehicle emissions. (Key point: Clean transport)

3. Which pair of actions controls dust and brick kiln pollution?
   A. Cover construction sites and trucks, finish road works on time; convert kilns to zig-zag technology
   B. Dig more roads and burn waste openly
   C. Sprinkle no water and leave sand uncovered
   D. Increase coal use in kilns and delay road works
Answer: A. Finishing and paving roads, covering sites and trucks, and zig-zag kilns reduce dust and kiln emissions. (Key point: Dust and kiln control)

4. What is the role of law, monitoring and regional cooperation in the takeaways?
   A. Only the federal government acts and no monitoring is needed
   B. They are unnecessary if people wear masks
   C. Enforce standards, monitor with public AQI and warnings, coordinate levels of government and work with India on cross-border haze
   D. They apply only in the polluted season
Answer: C. The answer calls for enforcement of the Environment Protection Act and standards, monitoring with early warning, coordination and regional cooperation, done continuously. (Key point: Governance and cooperation)
