## Question

What is participatory approach and how can it empower the community?

## Short answer

The participatory approach involves the community in all stages from planning to maintenance. It empowers by giving decision power, awareness, skills, leadership, resource control, ownership, transparency, social inclusion, and income, as seen in users' committees managing water schemes.

## Answer

The **participatory approach** is a development approach in which the community (beneficiaries) is actively involved in all stages of a project – need identification, planning, decision making, implementation, monitoring, evaluation and operation and maintenance. It is a bottom-up approach where people are partners, not passive receivers.

#### How it empowers the community
1. **Decision-making power:** people choose their priorities and plans through meetings, PRA and users' committees.
2. **Awareness and knowledge:** participation in surveys, trainings and discussions increases knowledge of rights, resources and technical matters.
3. **Skills and capacity:** members learn construction, management, book-keeping and maintenance.
4. **Leadership:** committee roles develop local leaders, including women and Dalits.
5. **Control of resources:** communities manage funds, forests, water or infrastructure (e.g. community forest user groups in Nepal).
6. **Ownership and self-reliance:** cost sharing and labour contribution create ownership; people maintain assets without depending on government.
7. **Transparency and accountability:** public hearings and public audits let people hold leaders responsible.
8. **Social inclusion:** reserved positions and targeted benefits raise the voice of marginalised groups.
9. **Income:** local labour and enterprise raise household income.

*Example:* In a drinking water users' committee, villagers decide tap locations, contribute labour, collect user fees and repair the system, gaining confidence to take up further projects.
