## Question

Explain the material provisioning (procurement) process, i.e. the steps followed in procuring construction materials (for example 10000 bags of cement for a commercial complex, or materials in Government offices).

## Short answer

Material procurement begins with identifying requirements from BOQ and preparing specifications. A purchase requisition is raised, tenders invited and evaluated, then a purchase order is placed. After delivery and inspection, material is stored and payment made on verification.

## Answer

Material provisioning (procurement) is the process of getting the right material, of the right quality, in the right quantity, at the right time, place and price. For a commercial complex needing, say, 10,000 bags of cement, the steps are:

```text
 Requirement -> Specification -> Quotation/Tender
     -> Evaluation -> Purchase order -> Delivery
     -> Inspection -> Storage -> Payment
```
1. **Identify requirements:** from the BOQ and work programme, prepare a material schedule showing the quantity and the date needed (cement: 10,000 bags, delivered in lots to suit the pour schedule).
2. **Prepare specifications:** type and grade, standard (OPC/PPC, NS 49/IS standard), packing and testing needs.
3. **Raise a purchase requisition** with the approval of the project manager and a budget check.
4. **Select the procurement method:** in public works (Government offices) this depends on the value, under the Public Procurement Act and Regulations (direct purchase for small values, then sealed quotation, then open bidding); private clients may use an enquiry among approved suppliers.
5. **Invite quotations/tenders** from approved suppliers, giving the specifications, quantity, delivery schedule and payment terms.
6. **Evaluate and negotiate:** compare price, quality, delivery period, credit terms, past performance and transport cost; select the best (lowest evaluated) supplier.
7. **Place the purchase order/contract**, showing the rate, quantity, delivery schedule, penalty and quality conditions.
8. **Follow up and expedite** delivery to match the work schedule.
9. **Receive and inspect:** check the quantity, damage, batch/date and test samples; issue a goods received note (GRN).
10. **Store and issue** materials against requisitions; keep a stock register (FIFO for cement).
11. **Verify the invoice and pay**, and record the data for cost control and reordering.

The answer's key points as multiple-choice questions, with the correct option and why.

1. Material provisioning means obtaining:
   A. the cheapest material regardless of quality
   B. the right material, quality, quantity, time, place and price
   C. only the quantity listed in BOQ
   D. materials only from the government
   Answer: B. Procurement balances right quality, quantity, time, place and price. (Key point: Definition of provisioning)

2. Which sequence is correct?
   A. Purchase order, specification, quotation, requirement
   B. Requirement, specification, quotation/tender, evaluation, purchase order, delivery, inspection, payment
   C. Payment, delivery, inspection, requirement
   D. Tender, requirement, inspection, specification
   Answer: B. Needs are identified and specified first, then suppliers are invited, evaluated, ordered, and goods checked before payment. (Key point: Order of steps)

3. For public works in Nepal, how is the procurement method chosen?
   A. By the supplier's choice
   B. By value under the Public Procurement Act and Rules (direct purchase, quotation, open bidding)
   C. Always by open bidding regardless of value
   D. By the lowest transport cost only
   Answer: B. The method depends on value: small purchases are direct, then quotation, then open bidding. (Key point: Procurement method)

4. What is done when materials arrive at site?
   A. Pay immediately without checking
   B. Check quantity, damage, batch/date, test samples and issue a goods received note
   C. Store them without records
   D. Cancel the purchase order
   Answer: B. Inspection and the GRN confirm that delivered goods match the order before storage and payment. (Key point: Receipt and inspection)
