## Question

What do you mean by value engineering? Explain its application in the procurement of construction materials.

## Short answer

Value engineering is a systematic method to achieve required function at lowest life-cycle cost without reducing quality. In procurement, it involves replacing costly materials with local alternatives, avoiding over-specification, buying in bulk, comparing life-cycle costs, and selecting nearby suppliers to reduce costs.

## Answer

#### Value engineering
Value engineering (VE) is a systematic, organised, function-oriented method of analysing a product, material or service to achieve its required function at the lowest total (life-cycle) cost without reducing quality, reliability or safety.

$$
\text{Value} = \frac{\text{Function (performance)}}{\text{Cost}}
$$

Value rises when the function improves at the same cost, or when the cost falls for the same function.

#### Job plan
1. Information (collect data)
2. Function analysis (what does it do, and why is it needed?)
3. Creative phase (brainstorm alternatives)
4. Evaluation of alternatives
5. Development and recommendation
6. Presentation and implementation

#### Application in procurement of construction materials
- Replace costly or imported materials with local alternatives of equal function (for example, local stone or blocks instead of imported tiles, PPC instead of OPC where suitable).
- Use standard sizes and grades that reduce wastage and cost (standard steel lengths, modular tiles).
- Avoid over-specification, for example specifying M30 concrete where M20 is enough.
- Buy in bulk, through long-term supply contracts or directly from the manufacturer, to reduce the price.
- Compare life-cycle cost, not only initial cost (durable roofing, paint).
- Choose suppliers near the site to cut transport and storage costs.
- Use ABC analysis to concentrate VE effort on A items (steel, cement), which carry the most value.

## Check yourself

The answer's key points as multiple-choice questions, with the correct option and why.

1. Value engineering aims to:
   A. reduce cost by lowering quality
   B. provide the required function at lowest life-cycle cost without reducing quality or safety
   C. increase cost for better look
   D. only reduce material quantity
Answer: B. VE is function-oriented: same function, lowest total cost, no loss of quality, reliability or safety. (Key point: Meaning of VE)

2. Value =
   A. Cost / Function
   B. Function x Cost
   C. Function / Cost
   D. Cost - Function
Answer: C. Value rises when function increases at the same cost or cost falls at the same function. (Key point: Value relation)

3. Which is an application of VE in material procurement?
   A. Specify M30 everywhere for safety
   B. Choose the cheapest material regardless of function
   C. Avoid over-specification, e.g. not using M30 where M20 suffices, and compare life-cycle cost
   D. Always import materials
Answer: C. VE removes unnecessary requirements and considers life-cycle cost rather than only initial price. (Key point: VE in procurement)
