## Question

What is material wastage standard? Describe the application of value engineering in procurement of material.

## Short answer

A wastage standard is the permitted percentage loss (e.g., cement 2-3%, steel 3-5%) used in estimates; excess is investigated. Value engineering in procurement: ABC rank materials, define required function, generate alternatives, evaluate life-cycle cost, and select the most cost-effective option to reduce waste and over-specification.

## Answer

#### Material wastage standard
A wastage standard is the permitted percentage loss of a material during handling, storage, cutting and use, allowed for in estimates and rate analysis. Consumption above the standard is treated as excess wastage and must be investigated. Typical allowances: cement 2-3%, sand 5-10%, aggregate 5-10%, bricks 5%, steel bars 3-5% (cutting loss), tiles 5-10%, paint 5%, concrete 2-3%.

Uses: fixing the quantity to be purchased, comparing actual with standard consumption to judge site efficiency, and controlling cost.

#### Application of value engineering in material procurement
VE studies the function of each material and obtains the same function at the lowest total cost:
1. Rank materials by ABC analysis and apply VE to the high-value (A) items.
2. Define the function and required specification of each item; remove unnecessary requirements (over-specification).
3. Generate alternatives: local or substitute materials, different grades, standard sizes.
4. Evaluate the alternatives on cost, quality, durability, availability and life-cycle cost.
5. Use bulk or contract purchase, suppliers near the site, and reduced transport and handling.
6. Choose the best-value alternative, write it into the purchase order, and review the savings.

Example: using PPC for plain concrete work, or block masonry instead of brick masonry, where the function and strength are the same but the cost and wastage are lower.

The answer's key points as multiple-choice questions, with the correct option and why.

1. A material wastage standard is:
   A. the permitted percentage of loss in handling, storage, cutting and use, taken in estimates
   B. the maximum price of a material
   C. the total amount stored
   D. the legal fine for waste
Answer: A. Consumption above the standard is excess wastage and is investigated. (Key point: Wastage standard)

2. One use of wastage standards is to:
   A. increase waste allowance without limit
   B. compare actual with standard consumption to judge site efficiency
   C. choose the supplier
   D. set labour wages
Answer: B. They help fix purchase quantities and control cost by comparing actual with standard consumption. (Key point: Use of standard)

3. Which fits VE in material procurement?
   A. Buy the highest grade for all items
   B. Rank items by ABC and apply VE to A items, seeking equal function at lower cost
   C. Ignore alternatives
   D. Choose the supplier farthest from site
Answer: B. VE concentrates on high-value items and evaluates alternatives on cost, quality, durability and life-cycle cost. (Key point: VE in procurement)
