## Question

Describe the functions of the three sectors of the International Telecommunication Union (ITU): ITU-R, ITU-D and ITU-T, for the global advancement in the field of information and communication technologies.

## Short answer

ITU-R manages global radio-frequency spectrum and satellite orbits, developing Radio Regulations and standards like IMT-2020. ITU-T creates international telecommunication standards (Recommendations) for network interoperability, such as E.164 and G.711. ITU-D helps developing countries build ICT infrastructure, bridge the digital divide, and provides regulatory guidance.

## Answer

The **International Telecommunication Union (ITU)**, the UN agency for ICT, does its work through three sectors, each with its own conferences, study groups and bureau.

#### ITU-R (Radiocommunication Sector)

- Manages the global **radio-frequency spectrum** and **satellite orbits** as limited natural resources.
- Prepares and revises the **Radio Regulations** through World Radiocommunication Conferences (WRC).
- Records and registers frequency assignments (Master International Frequency Register) to avoid harmful interference.
- Develops standards for radio systems: IMT-2000 (3G), IMT-Advanced (4G), IMT-2020 (5G), broadcasting, satellite and maritime services.

#### ITU-T (Telecommunication Standardization Sector)

- Formerly **CCITT**; develops international technical standards called **Recommendations**, e.g. E.164 numbering, G.711 PCM, SS7 (Q.700), H.323, G.992 ADSL, optical transport (G.709).
- Ensures **interoperability** of networks and equipment worldwide.
- Sets tariff and accounting principles for international services and manages international numbering and country codes.
- Works through study groups and the World Telecommunication Standardization Assembly (WTSA).

#### ITU-D (Telecommunication Development Sector)

- Helps developing and least developed countries build ICT **infrastructure** and capacity.
- Supports **policy and regulatory** reforms, spectrum management and universal access plans.
- Promotes **bridging the digital divide**, digital inclusion, accessibility, cybersecurity and emergency telecommunications.
- Publishes ICT statistics and runs training (ITU Academy); organised through World Telecommunication Development Conferences (WTDC).

| Sector | Focus | Example output |
|---|---|---|
| ITU-R | radio spectrum, orbits | Radio Regulations, IMT-2020 |
| ITU-T | standards | E.164, G.711 |
| ITU-D | development | ICT indicators, regulatory help |

## Check yourself

The answer's key points as multiple-choice questions, with the correct option and why.

1. What does ITU-R manage as limited natural resources?
   A. Telephone numbers
   B. Radio spectrum and satellite orbits
   C. Tariffs
   D. Cable ducts
Answer: B. ITU-R manages the global spectrum and satellite orbits through the Radio Regulations. (Key point: ITU-R function)

2. Why does ITU-T develop Recommendations?
   A. To licence operators
   B. To fund rural networks
   C. To ensure interoperability of networks and equipment worldwide
   D. To allocate frequencies
Answer: C. Standards such as G.711 and E.164 let networks of different countries work together. (Key point: ITU-T function)

3. The main aim of ITU-D is to:
   A. register frequencies
   B. help developing countries build ICT infrastructure and bridge the digital divide
   C. define PCM coding
   D. set the Radio Regulations
Answer: B. ITU-D supports development, policy, regulation and capacity in developing and least developed countries. (Key point: ITU-D function)
