Elements of a proposal

Short answer

Proposal elements are grouped into front matter (title page, letter of transmittal, abstract), body (introduction, technical section, management section, cost estimate, conclusion), and back matter (references, appendices).

Write down the elements of proposal, describe briefly.

A proposal is a formal document that offers a plan, product, service or project to someone and asks for approval, funds or a contract. A full proposal has the following elements, usually grouped into three parts.

Front matter

  1. Cover/title page: title, name of the submitter and receiver, and date.
  2. Letter of transmittal: a short letter that sends the proposal and states its purpose.
  3. Table of contents and list of figures/tables: help the reader find sections.
  4. Abstract/executive summary: a one-page summary of the problem, plan, cost and benefit.

Body

  1. Introduction: background, statement of the problem, objectives, rationale (importance), scope and limitations.
  2. Technical section: the plan in detail, including methods, materials, steps and work schedule.
  3. Management section: the people, their qualifications, organisation and responsibilities, and how the work will be supervised.
  4. Cost estimate (budget): the itemised cost of labour, materials, equipment and overhead, with the total.
  5. Conclusion: a brief summary of the benefits and a request for approval.

Back matter

  1. References/bibliography: sources used.
  2. Appendices: supporting material such as drawings, résumés and letters of support.

Not all elements are required in every proposal; the length depends on the size of the project and the requirements of the receiver.
