To : Project Director, Ministry of Communication and
Information Technology, Kathmandu
From : Er. Binod Chaudhary, Chief Engineer
Date : 5 April 2027
Subject : First quarterly progress report of the five-year
Kathmandu Valley Fibre Optic Network Project (Jan-Mar
2027)

Introduction

The five-year project began in January last year (2026) to lay 600 km of fibre optic network across the Valley and connect 120 government offices and schools. As Chief Engineer, I submit the first quarterly report of the year 2027, that is, the report for the first quarter of the project's second year.

Work completed

  1. Survey and design: the route survey of the remaining areas, covering 220 km, was completed.
  2. Construction: 85 km of duct was laid and 60 km of fibre was blown in, bringing the total length of fibre laid to 195 km.
  3. Connections: 18 more offices were connected, making 32 in total.
  4. Equipment: core routers were installed at three nodes, and the network operation centre is 70 percent complete.
  5. Training: 40 technicians from the offices were trained.
  6. Spending: Rs. 6.4 crore was spent this quarter, and Rs. 14.2 crore to date (28 percent of the budget).

Problems faced

  • Road-cutting permission from the municipalities is slow.
  • Road repairs by other agencies have disturbed the digging work.
  • The import of splice enclosures has been delayed.

Work planned for the next period

  1. Lay 120 km of duct and connect 25 offices.
  2. Complete the network operation centre.
  3. Sign agreements with the municipalities for a single permit.
  4. Prepare for the mid-term review.

Conclusion

The project is generally on track, with 33 percent of the physical work completed against the plan of 36 percent. The slight delay can be recovered in the next quarter, before the monsoon, if permits are given on time.
