Report on development of IT in Nepal

Short answer

Nepal has made significant IT progress with widespread 4G and fibre connectivity, growth in digital payments and e-governance, but a rural-urban digital divide and cybercrime persist. Recommendations include extending affordable broadband to remote areas, passing a cyber security law, and updating the IT curriculum to address the skills gap.

Introduction

Information technology (IT) is the use of computers, networks and software to store, process and share information. It supports government services, business, education and health. In the last five years, Nepal has witnessed fast growth in the use of IT. The COVID-19 pandemic in 2020-21 forced offices, schools and banks to go online, and many of these changes have become permanent.

This report reviews the progress of IT in Nepal in the period 2022 to 2026, describes the present challenges, and suggests ways forward. It is based on the reports of the Nepal Telecommunications Authority (NTA) and the Ministry, and on published articles. It covers infrastructure, e-governance, business, education and the IT industry.

Conclusion

  1. Nepal has made good progress in connectivity, with 4G internet and fibre networks, and mobile internet users now number in the millions.
  2. Digital payments and online services have changed the way people do business, and the number of start-ups and IT exports has increased.
  3. Government offices are using more online services, such as the national ID and online tax and licence systems.
  4. Still, a digital divide exists between urban and rural areas, and cyber crime and the shortage of skilled workers are growing problems.
  5. The development of IT is a key to the country's economic growth, and it will be more beneficial if these problems are tackled in time.

Recommendations

  1. Extend fibre and mobile networks to remote areas, and reduce internet prices.
  2. Make all public services available online, with integrated systems and data protection.
  3. Pass and enforce a cyber security and data protection law, and set up a cyber emergency response team.
  4. Give tax benefits, funds and IT parks to start-ups and software exporters.
  5. Update the IT curriculum in schools and colleges and provide digital skills training.
  6. Encourage local research and open-source software, and develop data centres and cloud services within the country.
  7. Prepare a national plan for artificial intelligence and other emerging technologies.
