Proposal to reduce plastic bag use

Short answer

Plastic bags clog drains, pollute rivers, harm animals, and persist despite bans. This proposal aims to cut usage by 50% in two years via a survey, awareness drive, distribution of 50,000 reusable bags, shop certification, and five recycling points. The estimated budget is Rs. 25,72,500.

Use of plastic bags is one of the factors of environmental degradation. You have a grand plan to solve the problem. Write a proposal to the Ministry of Environment offering your plan. Prepare only problem, objective, methodology, and cost estimate of your proposal.

Title

Plan to Reduce the Use of Plastic Bags in Kathmandu Valley

Problem

Plastic bags are used once and thrown away. Kathmandu Valley produces several tonnes of plastic waste every day. The bags clog drains and cause flooding, pollute rivers such as the Bagmati, harm cattle that eat them, and release toxic fumes when burned. They take hundreds of years to decay. Though bags below a certain thickness have been banned, they are still sold widely because of cheap supply, weak monitoring and a lack of alternatives.

Objectives

  1. To reduce the use of plastic bags in the Valley by 50 percent in two years.
  2. To promote reusable cloth and paper bags as alternatives.
  3. To raise awareness among shopkeepers, students and households.
  4. To establish collection and recycling points.

Methodology

  1. Survey: study 200 shops and 400 households to learn the amount and reasons for using plastic bags.
  2. Awareness: conduct a campaign using radio, social media, posters and school programmes with the slogan "Say no to plastic bags."
  3. Alternatives: produce and distribute 50,000 low-cost cloth bags through women's cooperatives, which will also create income.
  4. Cooperation with shops: a "plastic-free shop" certificate for those who stop using the bags, and a small charge for bags.
  5. Collection: five collection and recycling points in cooperation with municipalities.
  6. Monitoring: monthly checks and a final evaluation.
